Date: November 16, 2021Location: City of Weyburn – Fire HallThe City of Weyburn is a dynamic and progressive community located in the heart of Southeast Saskatchewan.Recently voted the best place to live in the Prairies by MoneySense Magazine, the city has a population of over12,000 and a solid economic and community foundation upon which new opportunities are continuously built.The incumbent serves as a member of the Senior Management team and provides strategic direction for fireservices in the City and fire safety within the community. Reporting directly to the City Manager, the Fire Chief isresponsible for setting and communicating vision for the Fire Department, providing leadership to a large anddiverse group of full-time and volunteer firefighters, and overseeing the budget for the department.Leadership Responsibilities Lead a diverse group of people, including firefighters, employees, and the public. Provide input and direction for all matters discussed within Senior Management Team. Manage employee development, including: performance management for direct reports, career developmentplans, and training; building cross functional and high performing teams. Set annual goals for Fire Department and teams. Provide leadership as Incident Commander during emergency response. Subject matter expert advice, guidance, and leadership to various stakeholders including council, cityemployees, boards, commissions, civic groups and the general public on fire safety and emergencies. Serve as sounding board for programs, policies, ideas discussed in meetings. Respond to direction provided by City Manager for Fire Department.Operational Responsibilities Communicate and implement best practices throughout department and the City of Weyburn. Develop departmental plans for employees and emergency response. Meet goals and targets of the City, City Manager, and Council. Evaluate and assess problems relating to fire prevention, community needs, employees, and public safety. Ensure compliance with Provincial and Federal legislation. Implement and lead process improvement changes when necessary. Identify and integrate new technology to improve services; remain relevant with resources and technology. Make day-to-day decisions relating to: fire prevention, inspection outcomes, situations outside of code,efficacy of proposed measures, and safety requirements. Review incidences and identify patterns and preventative measures. Approve and implement department business plan; ensure it supports the strategic direction of the City. Coordinate teams to provide public education, fire prevention training, etc. Administer collective agreement for employees; manage issues that arise relating to collective agreement andinterpretation of collective agreement. Understand and interpret legislation for employees, programs, public, Senior Management Team, and generaloperations of the Fire Department.Communications Responsibilities Act as public spokesperson for Fire Department, managing all media, public, and announcements for the FireDepartment. Conduct and manage public outreach campaigns related to issues, problems, and public safety concerns. Provide operational and special reports to council. Develop and oversee internal communication plan for department.Financial Management Responsibilities Create and manage annual budget; present budget to City for approval. Monitor and make key decisions regarding budget, cash flow, and overtime costs. Oversee and approve major purchases for the department.Qualifications: Graduation from a recognized University in Public Administration, Public Safety Administration or relatedfield. College Diploma in Fire Safety / Prevention, Fire Science, Emergency Management, or related field. Valid Standard First Aid Certificate with CPR. Must hold a Class 3 drivers with ‘A’ endorsement and provide a drivers abstract. Courses and Certifications in the following areas are considered assets:
