The Town of Witless Bay is located on the Avalon Peninsula approximately 30 kilometers south of the Capital City of St. John's. In 1675 the population of Witless Bay was 34. The Town has grown considerably over the years with population increasing fairly significantly to the 1980's and was incorporated as a municipaliaity in 1986. The Town had a population of 1,619 in the Canada 2016 Census. In 2017 CBC profiled Witless Bay as being the fastest-growing Town in Newfoundland and Labrador attracting many young families and new home construction. Witless Bay offers a great balance of modern conveniences with quaint country living.Bed-and-breakfast establishment, coffee shops, a whale and puffin tour operator, several craftspeople, and the Witless Bay and Area Puffin and Petrel Patrol attract visitors from all over the world.Witless Bay has an immediate opening for a Chief Administrative Officer (CAO). Qualified individuals with a passion for local government and a desire to improve the lives of residents are encouraged to apply.CHIEF ADMINISTTATIVE OFFICER (CAO)Reporting to Council the CAO is responsible to:Perform the statutory duties of Town Manager as contained in Section 54 of the Municipalities Act, 1999Supervise management and staff and provide organizational leadershipMonitor and manage Public Works; Municipal Plan and Development Regulations; Fire Department; Emergency Preparedness Plan; Recreation facilities, programs, and the delivery of services to residents and businesses to ensure the effective utilization of the human, financial and physical resources of the TownAct as the principal advisor to Council in the development of public policyProvide Council with all relevant information required to make informed decisionsEnsure organizational strategies, plans and initiatives are aligned with Council's vision, values, and prioritiesDevelop a detailed capital and operating budget, forecast and long-term financial plans for approval of the Council and monitor all financial activities of the TownMaintain a thorough working knowledge of Provincial Legislation and Regulations that affect the policy decisions of CouncilFulfill duties designated by Council under the Access to Information and Protection of Privacy ActThe ideal candidate will have postsecondary education in Business Administration, Commerce, Public Administration, or in a related field, and experience working with elected officials, appointed or volunteer boards. The ideal candidate will have at least five (5) years' experience in a senior municipal or comparable administrative position. The ideal candidate will also have proven interpersonal, leadership, written and verbal communication skills, a thorough understanding of the municipal financial and budgeting processes, and a strong customer service focus.
