Position: Manager of Finance Reports to: Coordinator of Finance Employee group: Non union Location: Harbour House (Central Office), 79 Water Street, Yarmouth NSThe Manager of Finance is responsible for working with various departments to confirm, prepare and analyze annual budgets. The Manager of Finance is responsible for preparing monthly forecasts, financial accounting, financial analysis and reporting as well as to provide guidance and support to budget managers.Qualifications

  • Bachelor of Commerce or Business Administration degree, or a recognized equivalent;
  • Minimum of 5 years experience in a position having significant budget, forecasting, financial analysis and accounting responsibilities;
  • Proficient in the use and application of Microsoft Excel and other Microsoft Office software.
Assets
  • Completion of, or current enrollment in a recognized accounting designation (CPA, CA, CMA, CGA);
  • Previous experience and demonstrated understanding of the public education sector, especially in a leadership role;
  • Experience using SAP software.

Accountabilities
  • Manage the budgeting process in its entirety for the Region, including:
    • Prepare and distribute budget information including development sheets and account information for all Directors, Coordinators/Consultants, Managers, and any person who is responsible for any part of the budget;
    • Prepare the annual budget in its entirety. Responsibilities include, but are not limited to: create the initial budget draft, revise as needed, provide adequate supporting documentation for the Senior Management team, and prepare the final budget document for the Senior Management’s approval;
    • Prepare and calculate salary budgets based on retirements, enrolments, new positions, and employment deferrals to include benefit calculations;
    • Import all versions of the approved budget into SAP;
    • Prepare budgets for all schools based on funding formulas;
    • Prepare and deliver budget presentations at Senior Management budget meetings as required;
    • Arrange and meet with budget managers on a regular basis to monitor and discuss budgets, variance analysis and strategic plans to overcome discrepancies and provide guidance advice as required;
    • Prepare the annual budget calendar, prepare and complete the budget in accordance with the calendar.
  • Perform financial analysis and administrative services as required. Including:
    • Monitor expenditures of the Tri-County Regional Centre for Education budget versus actual on a monthly basis and report to various departments;
    • Prepare and balance FTE reports;
    • Prepare monthly statements for schools and Budget Managers;
    • On occasion will be required to attend Principals meetings to discuss budget or finance-related topics;
    • Prepare budget forecast reports;
    • Perform ad hoc analyses as required on Regional Centre operations or financial issues;
    • Identify ways the Regional Centre may operate more effectively and efficiently;
    • Prepare and post month-end journal entries including accruals;
    • Assist with the year-end audit as required, including preparation of worksheets and analysis of accounts.
    • Prepare monthly financial reports for use by Regional Centre staff;
    • Prepare annual Public Sector Compensation Disclosure Act salary report within specified deadlines;
    • Prepare various reports as required using Excel pivot tables for Senior Management or other staff;
    • Prepare quarterly WCB report, calculations and payment for sub-contractors;
    • Prepare Travel & Hospitality Reports to be posted on the Regional Centre’s website;
    • Participate in provincial Financial reporting user group meetings with Finance staff from other RCEs/CSAP;
    • Responsible for maintaining the integrity of the accounting system, including funds, fund centers, functional areas, internal orders and hierarchy maintenance;
    • Regional Centre contact for SAP software – including granting access, updating business approvers, and reporting/working through problems;
    • Provide advice and support to the Coordinator of Finance.
  • Perform functions (as a back up) related to the procurement process:
    • Prepare purchase orders in SAP from purchase requisitions received;
    • Process telephone service requests from schools and Regional office personnel.
  • Comply with Occupational Health and Safety Act and Regulations;
  • Perform other related duties as required.
