Job Description

DEFINITION:Under the direction of a Working Foreman, operates and maintains the Sewage Treatment Plant, Water Treatment systems and associated pumping facilities.EXAMPLES OF WORK PERFORMED:

  1. Provide technical advice and expertise to other City staff relating to construction and reconstruction of City infrastructure, and in particular, the City #39;s water supply and distribution system;
  2. Calculate velocities, flows and volumes, etc., as required;
  3. Design projects, prepare cost estimates, and oversee completion of projects;
  4. Supervise and direct the work of Environmental Services Technician I #39;s and II #39;s, as required;
  5. Assist in budget preparation, and order supplies and materials, as required;
  6. Perform preventative maintenance, and repair, install and calibrate equipment related to water production, treatment and delivery, and sewage collection (equipment includes, but not limited to, pumps, chlorinator, fluoridator, monitoring equipment, pressure reducing valves, telemetering, standby generator, air valves, confined space gas monitor, compressors and fans);
  7. Perform laboratory tests to monitor levels of chlorine, fluoride, bacteria, etc., in the City #39;s water system, Sewage Treatment Plant, and ensure the accuracy of these tests and review the nature of the corrective measures taken by Environmental Services Technicians II #39;s and I #39;s;
  8. Inspect and maintain lift stations, pump houses, blower building, water meters, reservoirs, emergency generators, aeration lagoon, etc., on a regular basis;
  9. Prepare and maintain daily operational records and reports of water treatment and sewage treatment facilities;
  10. Interpret meter readings and test results to make corrective adjustments to systems;
  11. Maintain weather records on behalf of Environment Canada;
  12. Clean various grit chambers, lift stations, etc., on a regular basis;
  13. Perform housekeeping and janitorial duties, as required;
  14. Emergency call outs and shift work may be required;
  15. Other duties, as required.
MINIMUM TRAINING AND EXPERIENCE:
  1. Secondary school graduation;
  2. Environmental Operator #39;s Certification Program (EOCP) Water Distribution II Certificate;
  3. EOCP certification in wastewater collection, wastewater treatment, or chlorine handling is an asset;
  4. Minimum two years #39; experience as an Environmental Services Technician, and/or three years #39; other related experience;
  5. Mechanical aptitude and ability to make repairs to pumping and mechanical equipment;
  6. Ability to interpret and apply requirements set forth in the various permits issued by the Ministry of Health and Ministry of Environment;
  7. Ability to perform advanced mathematical calculations;
  8. Excellent working knowledge of chemicals handled on the job;
  9. Attention to detail and accuracy in recording data and maintaining records;
  10. Solid understanding of reasons for testing, and ability to interpret test results and take corrective action, as required;
  11. Solid understanding of the principles of operating a sewage treatment plant and water distribution system;
  12. Confined space entry and basic rescue training is an asset;
  13. Supervisory experience;
  14. Ability to deal effectively with employees, City staff, contractors and the public;
  15. Superior analytical and problem solving skills combined with the ability to work independently and to accomplish tasks and assignments;
  16. Good written and oral communication skills;
  17. Valid Class 5 B.C. Driver #39;s Licence.
