Job PostingHalifax Regional Municipality is inviting applications for an Expression of Interest (EOI) for the temporary, full-time (up to 12 months) position of Manager, Youth Worx Program (formerly Youth Live) in the Recreation Programming division of Parks & Recreation. This is a developmental opportunity. Applicants are encouraged to self-identify on their electronic application.The Manager of the Youth Worx Program is accountable for the effective leadership and direction in the provision of services & supports for the Youth Worx Program. The Manager is responsible for the job experience & life skills development for the at-risk youth participants and for managing the high level of risk associated with youth at-risk programming. In addition to this, the Manager is also responsible for managing several business operations.With 11 full time staff and up to 40 annual participants, the Manager must remain progressive while managing the efficient effective and coordinated delivery of services to the citizens of HRM, community stakeholders, HRM business units and external agencies/departments.More information about the program can be found at www.halifax.ca/youthworxDUTIES AND RESPONSIBILITIES

  • Provide overall management of the Youth Worx Program including the strategic planning, development and evaluation of program content to support youth at-risk in life and job skill development
  • Responsible for ensuring services delivered by the Youth Worx Programs staff and participants is within the established service standards
  • Ensures all contracts and service agreements with external partners and internal partners are established and revised as necessary
  • Develop, implement and monitor appropriate key performance indicators for the Youth Worx Program to ensure operational goals and objectives are achieved
  • Provide program information including statistics, demographics, and success stories for the Youth Engagement Report, which is presented annually to Regional Council
  • Contribute to the Youth Section strategic planning and evaluation framework
  • Supports the engagement and implementation of the Youth Services Plan
  • Coordinates the marketing of the program to youth, community stakeholders and internal business units
  • Prepares and submits annual Business Plan for the section aligning with Business Unit and Council priorities.
  • Manages operating budget of $1,600,000 in expenditures and $650,000 in revenue
  • Directs, coaches, and supports staff in setting priorities to achieve short/ long term plans
  • Recruits, screens, interviews, hire and supervise program staff
  • Monitor and evaluate staff performance
  • Administers performance management and progressive discipline processes as necessary
  • Ensures appropriate HRM Human Resources Policies and Procedures are followed
  • Ensure the program and services offered are in compliance with occupational health and safety guidelines; mitigate risks associated with a young, inexperienced, work force with constant turn over
  • Represents the program at public meetings, making presentations, meeting with Councillors and representing the section at local, provincial and national levels
  • Responds to daily concerns, issues and requests of Regional Council and citizens
QUALIFICATIONSEducation & Experience
  • Two (2) year diploma in Business Administration, Recreation Management, Community Development, or other related discipline, or equivalent experience
  • Minimum one (1) year of management experience
  • Minimum two (2) years’ experience working or volunteering with youth ages 16-24
  • Demonstrated experience in managing a budget, managing a workforce, working with internal and external partners effectively
  • Risk Management Training/Certification considered an asset
Technical/Job Specific Knowledge and Abilities
  • Demonstrated knowledge of employability/soft skills, employment readiness training
  • Knowledge of the Employability Skills Assessment Tool (ESAT) considered an asset
  • Ability to make decisions relative to urgency, importance and public scrutiny
  • Ability to work as a team leader or team member in a diverse environment
  • Ability to prioritize and co-ordinate a multitude of tasks
  • Demonstrated organizational, supervisory, and administrative abilities
  • Knowledge and skills related to budget preparation and management
  • Knowledge and skills related to human resource management and labour relations
  • Knowledge of standard software and technology utilized. le Word, PowerPoint, Outlook, Excel, SAP, Hansen, etc.
  • Marketing experience, including knowledge of youth engagement and social media platforms (such as Facebook, Instagram, YouTube), considered an asset
Applicant must have reliable access to a vehicle to support staff in their various communities.Security Clearance Requirements: Applicants may be required to complete an employment security screening check.Please note: Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Some evenings and weekends will be required.SALARY: NU06 on the non-union salary scale; $66,160-$90,900. Salary to be commensurate with education and experience.WORK LOCATION: Main office: Power House Youth Centre (1606 Bell Road, Halifax).
