Job Description

Based out of the Brandon Office (consideration may be given to another location), you will provide policy direction, budgetary planning and monitoring, program planning and resource in program development in Rural areas (Westman - Brandon, Parkland - Dauphin, Eastman - Steinbach, Interlake -Selkirk, Central - Morden and Northern - Thompson) in accordance with Manitoba Possible’s mission, vision and values and service purchase agreements. The Program Manager also provides operational direction to Rural Services staff.Your Role

  • Plans, directs and manages the service provision of the assigned programs/departments, in consultation with the Director, Provincial Services. Develops and applies departmental goals, and objectives to ensure program activities are aligned with best practices.
  • Provides team leadership and development, ensuring all staff (direct reports) have a clear understanding of a shared commitment to the program and Manitoba Possible’s mission, vision and values including all aspects of performance management within a unionized an environment.
  • Creates annual budgets for recommendation to the Director, Provincial Services. Monitors approved budgets and identifies and implements required actions to ensure areas perform in accordance with budgeted requirements.
  • Consults on operational direction, program planning and resource coordination/fund development for rural areas.
  • Initiates and develops collaborative relationships with service partners in all rural areas, funders and key stakeholders having an interest in or contributing to the delivery of services. Attends meetings with partners, stakeholders and funders on a regular basis.
  • Completes reports for the funder on a quarterly basis or as required by funders and/or Director and Manitoba Possible.
  • Establishes and maintains a collaborative working relationship with the other Program Managers responsible for Children Service Coordination as well as the Program Manager for Vocational Rehabilitation Services and the Employment Preparation Centre, in addition with other Manitoba Possible programs.
  • Conducts formal program evaluations to measure program efficiency and effectiveness and identify any service gaps. Develops meaningful goals, objectives, and related activities (measurement tools/methods to collect the outcomes). Develops strategies to enhance program effectiveness and future development, based on the outcome.
  • Ensures adherence to Manitoba Possible policies and procedures and ensures service provision meets the requirements of external regulatory bodies.
  • Maintains current knowledge of external services relevant to clients and to promote and obtain feedback on Manitoba Possible services.
What You Know
  • Bachelor’s Degree with 3 – 5 years of supervisory and program management related experience is required. A combination of education and experience may be considered
  • Experience in preparation of annual budgets including analysis and monitoring of departmental related areas.
  • Demonstrated knowledge of community resources that support the needs of individuals with disabilities.
  • Ability to work independently and as a member of a team.
  • Excellent organizational skills.
  • Excellent verbal and written communication skills.
  • Strong computer skills.
  • Valid Manitoba Driver’s license.
  • Experience working in a rural region of Manitoba would be an asset.
  • American Sign Language (ASL) would be an asset.
