This position offers the ability to work independently and in a team environment to provide the expertise, technical training, consultation, and support to department staff while assisting in the delivery of our highway construction program.Conditions of Employment:

• Must be legally entitled to work in Canada

• Must have a Manitoba 5th Class Drivers Licence.
• Must be able to travel extensively and work unscheduled overtime and extended hours.
• Must be able and willing to travel to work sites within the province by small aircraft, helicopter, boat ATV etc.
• Must be physically capable of performing the duties associated with this position.

Qualifications:Essential:

• Civil Engineering Technologist Diploma or completion of Departments Level 3 training program and directly related construction experience.
• Knowledge of construction specifications, procedures, guidelines and established best practices.
• Knowledge of Quality Control and Quality Assurance.
• Project management or program management experience related to construction and contract administration.
• Interpersonal and conflict resolution skills with ability to negotiate to gain acceptance or build consensus.
• Written communication skills with ability to prepare technical correspondence and reports.
• Verbal communication skills with ability to communicate effectively with internal and external stakeholders.
• Problem solving and decision making skills.
• Organizational and time management skills.
• Ability to provide appropriate technical guidance, coach and train others.

Desired:

• Supervision experience.

Duties:The Surfacing & Quality Assurance Manager reports to the Director of Construction Support Services and is the senior technical resource to Engineering & Technical Services staff and oversees the departments surfacing in house audit function and quality assurance program.This position also works with the Regional Senior Project Managers in providing supplementary training and technical expertise to Engineering & Technical Services staff for Bituminous paving, Concrete paving, Micro Surfacing and Base & Asphalt Surface Treatment (A.S.T.) related projects.
