DescriptionTHE UNITED COUNTIES OF LEEDS AND GRENVILLECorporate Services DivisionInvites applications for the position of:Supervisor, Network ServicesPermanent Full TimeHours: 35 hours per weekStart Date: ASAP2021 Salary Grid: $75,858-90,290Location: Brockville, OntarioPosition Summary:Reporting directly to the Manager, Information Technology and indirectly to the Director, Corporate Services. The Supervisor, Network Services works in a team environment to maintain and support the network, infrastructure, and security. The role oversees staff involved in these functions and processes. As a member of the IT team, the role will also contribute to escalated problem resolution by giving in-person, hands-on support when necessary.Qualifications:Education, Certification & Licenses

  • College diploma or university degree (3 to 4 years) in the field of computer science or a related field or an equivalent combination of education and experience
  • Microsoft Certified Systems Engineer (MCSE) would be considered an asset
  • ITIL Foundation Certification, PMP Certification, Fortinet NSE 4 or equivalent would all be considered assets.
  • Must have a valid Ontario Class G driver’s license and access to a reliable vehicle
Experience
  • Five years of relevant and progressive work experience in an IT Network or IT Security role within a Microsoft network environment. This experience should include:
    • Minimum of 1 year of supervisory experience and demonstrated ability to supervise a technical support team.
    • Experience with Microsoft desktop and server operating systems in both physical and virtual environments (VMware).
    • Minimum 3 years’ experience designing and implementing complex network infrastructures.
    • Experience in firewall management.
    • Experience with VPN, Reverse Proxy, MDM, Telephony, SharePoint, IIS, SQL, Enterprise backup and Antivirus.
    • Experience supporting enterprise applications (ERP, financial, HR, office automation, etc.)
    • Demonstrated experience managing projects.

  • Proven ability to manage and optimize financial, human and physical resources.
  • Solid technical expertise in various information technology systems.

  • Working knowledge of Counties’ programs and services, with the ability to understand competing business requirements and their inter-relationships in a diverse organization.

Summary of Position Responsibilities:Activity 1: Supervision, Teamwork, Professional Development (20%)
  • Work collaboratively with IT leadership team to ensure a planned, consistent and collaborative approach to supervision and service delivery that enables the department to meet the governance and business requirements of the organization.
  • Provide day-to-day supervision of a team of technical staff by assigning work and responsibilities, delegating responsibility as appropriate.
  • Monitor and manage performance against SLAs, targets and goals, providing effective regular feedback and coaching in support of organizational and developmental goals.
  • Works to proactively ensure and enhance positive and effective relationships within the team and stakeholders. Deals with problems and issues, managing resolution, corrective action, lessons learned and the collection and dissemination of relevant information to the relevant parties.
  • Implement stakeholder engagement/communication plans in consultation with the Manager, Information Technology.
  • Identify training needs and solutions to support organizational progress and individual career path goals; train, mentor and coach direct reports to fulfillment of learning and development goals; broaden own knowledge of current and future IT trends and issues through ongoing professional development.
  • In conjunction with other department supervisors, ensure cross-training of staff to adequately support business continuity.
  • Provide support and coverage to other department supervisors as requested.
Activity 2: Network and Infrastructure Planning, Design, Support and Management (30%)
  • Manage day to day operations of the network and associated contracted services, suppliers/vendors and staffing resources to integrate best practices while ensuring changes are managed in a planned and controlled manner.
  • In consultation with the Manager, Information Technology, design, implement and maintain overall network plans to support the organization’s business strategy and agreed service levels with customers; plans all aspects of infrastructure necessary to ensure provision of networks services to meet such agreements while continuing to strengthen ITSM through standardization and ensuring network capacity meets existing and future needs.
  • Responsible for major aspects of network specification and design; translates logical designs into physical designs.
  • Analyze network performance and documented resolutions; makes a significant contribution to investigation, diagnosis and resolution of network issues to enhance quality of service and to prevent future problems.
  • Assist with the development of Service Level Agreements (SLAs) and corresponding problem resolution expectations and timeframes; ensures requests for support are dealt with according to set standards and procedures.
  • Provides technical expertise to enable the correct application of operational procedures, including assistance to Help Desk staff on request.
  • Use infrastructure management tools to determine load and performance statistics and to assess need for system and/or procedural changes both minor and significant to support improvement and growth; make recommendations to Manager, Information Technology.
  • Manage and set priorities for the design, maintenance, development and evaluation of all infrastructure systems.
  • Develops and implements agreed infrastructure and maintenance routines.
  • Configures tools to automate provisioning, testing and deployment of new and changed infrastructure.
  • Manage and maintain licensing on Microsoft server operating systems and all core Microsoft Enterprise Solution applications.
  • In coordination with the Manager, Information Technology, define hardware and software standards while ensuring consultation with stakeholders as appropriate.
  • Track, analyze and report on IT network performance and trends; monitor incident trends and anticipate problems for proactive identification of solutions.
Activity 3: Security Oversight (25%)
  • Create and maintain security architecture design, security awareness training program and associated documentation.
  • Oversee the deployment, integration and initial configuration of new and existing security solutions in accordance with best practices and the Counties’ Guidelines.
  • Supervise the design and execution of vulnerability assessment, penetration testing and security audits, ensuring a comprehensive full organization approach in order to improve the Counties security posture and readiness.
  • Identify and recommend security solution enhancements with oversight responsibility for deployment, integration and initial configuration of new solutions or enhancements to security solutions.
  • Provides advice and guidance on security strategies to manage identified risks and ensure adoption and adherence to standards.
  • Through research, maintains current knowledge of security industry, issues and solutions; obtains and actions vulnerability information, conducts security risk assessments, business impact analysis, recommends solutions to improve overall network security.
  • Supervises technical investigation of suspicious activity and breaches of security; recommends appropriate control improvements; ensures ongoing communication with management and/or Human Resource Department.
  • Monitor completion of regular security awareness training for all employees to ensure consistently high levels of compliance with enterprise security documents.
Activity 4: Project Management (20%)
  • In conjunction with the IT management team, responsible for definition, approach, facilitation and satisfactory completion of medium-scale projects, typically with direct business impact and firm deadlines.
  • Provides advice to support achievement of business objectives through excellent customer service, and collaboration with division/departments in line with respective areas of responsibility.
  • Ensures realistic project plans are maintained with regular and accurate communication to stakeholders, adjusting timeliness as necessary to meet project timelines within allocated budget.
  • Adapts approach, methods and tools to nature of project, whether it be predictive (plan driven) or adaptive (iterative/agile).
  • Ensure project deliverables are completed on time and on budget; correcting for variance or project team performance as required.
  • Manages suppliers to meet key performance indicators and deliverables, using supplier expertise to support and inform development roadmaps.
  • Report on project status to appropriate stakeholders and senior levels of management.
Activity 5: Administration (5%)
  • Provide input, recommendations and forecasts to the Manager, Information Technology of expenditures, variance explanation, and in providing options for use of available budget such that investment in infrastructure, systems, and storage align with business goals.
  • Prepare or input to reports and proposals for improvement, including regular reporting on the state of the network as relates to opportunities and risk management.
  • Prepare monthly activity report and document processes related to network and systems operations.
  • Actively contribute to and assist with the development and implementation of policies, processes, standards, guidelines and training plans.
  • Work closely with the IT management team to develop, implement and maintain project and process documentation.
  • Recommends strategies for managing storage and data based on criticality of information and security requirements.
  • Conduct research on emerging trends, products, services, protocols and standards.
  • Maintain good administrative and documentation habits for position responsibilities.
Other related duties, as requested and required.Legislative Requirements:
  • Perform responsibilities of position within legislative and regulatory standards set out in applicable Federal and Provincial Legislation; Municipal Acts, By-Laws and operational policies of the United Counties of Leeds and Grenville.
  • Ensure a high level of respect for confidentiality for both the organization as a whole and staff as per the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA).
  • Protect health and safety of self and others by adopting safe work practices, reporting unsafe conditions and attending all relevant in-services regarding occupational health and safety. Follow all guidelines for employees/employers as legislated under the Ontario Health and Safety Act.
  • As set out in the United Counties of Leeds and Grenville’s Emergency Plan, perform duties upon the declaration of an emergency.
Financial and Budget Responsibilities:Provide input to the Manager, Information Technology for budget preparation and monitoring of IT expenditures related to departmental, divisional, and organizational operating and capital budgets.Make recommendations and oversee computer licensing, and hardware, maintenance support and internet agreements negotiated by the Manager, Information Technology.Prepare business case with cost/benefit analysis for recommended IT investment in network, infrastructure and other initiatives.Draft tender documents and participate in review, evaluation and award of contracts as requested and in accordance with Counties Procurement Policy.Make or arrange expenditures in keeping with procurement policy and authorize in accordance with delegated signing authority.Contacts:
  • Provide network, infrastructure and security expertise and advice to all levels of the organization as requested.
  • Tact and diplomacy required in dealing with others particularly for supervision, and when establishing protocols impacting end users.
  • Regular contact with vendors/suppliers as relates to contract deliverables.
  • Occasional presentations to senior management to secure decisions and approvals.
