The Canadian Red Cross Society, a humanitarian organization dedicated to helping Canadians, as well as the most vulnerable throughout the world, is currently seeking an Officer for the Immigration, Detention & Monitoring Program (IDMP) in Alberta.Within the Canadian Operations Programs Team, and under the direction of the IDMP Manager, the IDMP Officer is responsible to conduct visits of facilities in Alberta used for immigration detention. This individual is expected to monitor gaps in systems within the facilities, against relevant domestic and international standards governing detention conditions and focussing on: conditions of detention, treatment of immigration detainees, access to legal services and ability to contact and maintain contact with family.You will enjoy:Culture : an organization that is guided by our fundamental principles of humanity, impartiality, neutrality, independence, voluntary service, unity and universality;Opportunity : to work with the best and brightest in the non-profit field, in an environment that promotes continuous learning, creativity and collaboration;Employee Benefits: achieve a work/life balance for you and your new team with competitive vacation time, generous personal days and flexible work arrangements;Meaningful Work: you will be working with a team that provides support in emergency situations and saves lives.As an Officer, Immigration, Detention & Monitoring Program your responsibilities will be divided into several main aspects:Monitoring Visits & Follow-up:Ensures visits are planned and carried out according to internal standards and procedures;Maintains regular communication with the authorities at the facility level in order to convey findings and recommendations;Monitors the follow-up by responsible authorities;Monitors particularly vulnerable groups (such as minors, victims of torture or trafficking, persons with mental disabilities and/or health conditions, and elderly people);Responds to CBSA notifications for responsible regions;Conducts rigorous analysis of issues observed while monitoring and recommend S.M.A.R.T recommendations;Supports the development and/or revisions of materials for volunteer monitoring work;Integrates volunteer resources within the scope of responsibilities, as required.Reporting:Drafts site visit reports, quarterly and annual reports assessing practices against national and international standards;Ensures all reporting is done in accordance with program standards.Research, Policy and Procedures:Oversees thematic research and draft memoranda, briefing notes and information papers on the program’s operational priorities;Analyses national and international legal standards related to detention and integrates into program tools;Monitors national and international migration and refugee trends, analyzes impact on the IDMP.Internal and External Relationship Management:Plans and delivers advocacy messages that promote the rights, and ensure the wellbeing of immigration detainees held in detention facilities;Builds and maintains an effective relationship with high level interlocutors from regional CBSA, Corrections as well as representatives from civil society and national and international organizations, and other local/regional stakeholders; escalate issues to Program Manager when needed.We’re looking for:The minimum qualifications for this position are the completion of a university degree from a recognized institution in a relevant field such as migration, law, human rights, health or a related field, and a minimum of 3 years of job-related work experience, or an equivalent combination of education and experience;Exceptional written and verbal communication skills in English (other spoken languages are an asset);Sound understanding of relevant international and domestic standards and law governing detention conditions;Sound knowledge of Canadian and international migration issues;Knowledge of key principles in Protection (such as Child Protection);Demonstrated experience of working with migrants and refugees;Demonstrated experience of working in cross-cultural contexts;Demonstrated experience in program reporting;Previous Red Cross experience an advantage;Proven analytical and problem-solving skills;Self-starter and able to work in an environment with ambiguity;Proven ability to be a supportive and productive team member.Working conditionsDue to the nature of the program, a government-verified credit check and criminal records clearance (with fingerprints), and vulnerable sector clearance will be required. A valid drivers license is also required.Duties are principally conducted from a home office environment and in detention and correctional facilities. The incumbent will be required to travel extensively within responsible region (AB).
