Accommodations are available during the hiring process, upon request.As an Application and Data Analyst, you will be responsible for the coordination, maintenance, upgrades and life cycling of the technology underpinning the external data access of The City’s data and intellectual property. This is primarily achieved through managing the work section’s digital access portals, including City Online (cityonline.calgary.ca) and Open Data Portal (data.calgary.ca). You will be the liaison between business and internal user needs and technical resources in the IT support groups. This role is the technical subject matter expert for section stewarded system and interfaces with internal City staff to develop solutions related to products offered through the systems. Primary duties include:

  • Coordinate tasks related to managing the technology, software development life cycle and system enhancement initiatives of the section technology architecture.
  • Document application expectations, current behaviour, defects encountered and design functionality.
  • Build test plans to capture new system functionality. Perform testing cycles and document project defects. Review introduced and core functionality, web integrations and regression testing.
  • Manage system configurations and integrations to allow data access. Use extraction, transformation, and load methodology to transform data for distribution. Develop workflows.
  • Design and implement technology strategies and controls to ensure accuracy, consistency, and reliability of data. Collaborate with data stewards, system stakeholders, business leads and project teams.
  • Deliver data-driven analysis of system performance, usage, and data/integration flows. Identify and implement improvements to data access portal processes and software. Conduct structured data analysis, create visualizations, and present data. Incorporate best practices.
  • Understand reporting requirements, develop and automate reporting.
  • Research and review technology plans and road maps as related to section technology and evolving standards. Develop implementation plans to address data access challenges and troubleshoot usability of data access portals. Collaborate with team members to identify trends in business, data, and intellectual property.
Qualifications
  • A completed 2 year diploma in Computer Science, Business, Science or related field with at least 7 years of related experience in areas such as, but not limited to, software/application development, application support, data management, data manipulation, data structuring or quality assurance/quality control. OR
  • A degree in Computer Science, Business, Science or related field plus at least 5 years of related experience in areas such as, but not limited to, software/application development, application support, data management, data manipulation, data structuring or quality assurance/quality control.
  • Knowledge of Microsoft Dynamics suite of applications is required, ideally with an in-depth knowledge of Finance and Operations, Commerce, Power BI, Power Automate.
  • Knowledge of eCommerce solutions and experience in business analysis & market planning.
  • Knowledge of ETL (Extract Transform Load) technologies for data manipulation and processing.
  • Strong organizational, interpersonal, communication and project management skills.
  • A highly motivated self-starter, with a demonstrated ability to work with minimum supervision, and effectively within a team.
