Basic Function of PositionEmployee has responsibility for some of the most demanding and critical industrial sectors representing high potential for U.S. exporters. Serves as a senior professional analyst and advisor to the U.S. staff in planning, organizing and administering programs to facilitate the promotion of U.S. goods and services. Assists U.S. firms by developing and organizing marketing strategies, including conducting market research and reporting, planning trade promotion events, identifying and leveraging trade opportunities, and bringing U.S., Western Canadian business representatives together in mutually beneficial discussions and ventures. Analyzes market trends and evaluates market research involving relevant industrial sectors. Maintains a wide range of business contacts in assigned sectors and with relevant segments of the governments of British Columbia, Yukon, Northwest Territories, Alberta, Saskatchewan, and Manitoba. Advises U.S. and Canadian clients on each others regulations as they affect trade and investment opportunities. Performs research and prepares complex factual and analytical reports on a variety of matters affecting U.S. exports and trade and disseminates them. Incumbent also investigates trade complaints made by U.S. firms in assigned sectors and makes recommendations to supervisor for resolution. Functions as a mentor for Commercial Assistant colleagues and new Commercial Specialists assisting them to reach their full potential through advice, guidance and counsel.14. Major Duties and ResponsibilitiesStrategic Planning 10%Substantially participates in the formulation of the post’s strategic plans for trade promotion, market development and commercial reporting. Serves as a senior advisor to the Senior Commercial Officer or Principal Commercial Officer and other American officers, both in the sectors of assigned responsibility and in commercial issues of a broader scope, and is relied upon for accurate information, advice and judgment.Business Matchmaking and other CS Products and Services 20%Responsible for the identification of distributors, representatives or partners under the Foreign Commercial Service (FCS) programs, such as, but not limited to, matchmaking programs, due diligence on foreign parties, and in-country promotion of products or services as described in detail by the most current Foreign Commercial Service User Fee Policy.Trade Events 20%Initiates, organizes and recruits companies for complex trade events. Advises on the development of post’s annual event calendar, proposing trade events (trade missions, exhibitions, seminars, videoconferences, etc.), both within assigned sector(s) of responsibility and with a view toward maximizing best prospect opportunities for U.S. goods and services.Business Consulting Advocacy & Outreach 25%Serves as an expert on matters affecting assigned sectors as well as general trade issues (e.g. laws, regulations, standards, procedures, and other legal matters affecting the importation of U.S. goods and services), the incumbent advises U.S. firms, CS officers, and other U.S. government personnel on effective strategies for market entry, market expansion, and participation in major projects.Research & Development 15%Analyzes data and performs a range of research-related activities. Prepares market studies, analyzing statistics and forecasting trends in trade, production and markets, assuring the maximum degree of accuracy, completeness and reliability in the final report.Other duties as assignedQualifications and EvaluationsRequirements:

  • Education: This position requires a Bachelor’s Degree in one of the following areas: Business, Economics, Marketing, International Trade, Public Relations.
  • Prior Work Experience: Minimum of five (5) years progressively responsible experience in business, government or industry association in the fields of sales, business development, trade promotion, international trade or similar field.
  • Post Entry Training: On the job training by the Commercial Service on export promotion programs, market research, software applications and other needed skills. Commerce distance learning courses and other web-based training as well as potential training in the U.S and elsewhere.
FCS training courses: Within first 30 days

  • Language Proficiency: Level IV (fluency-reading/writing/speaking) in English is required.
  • Job Knowledge: Must have thorough knowledge of the economies of British Columbia, Yukon, Northwest Territories, Alberta, Saskatchewan, and Manitoba, commercial and industrial structures, marketing channels, business and industry customs and practices and trade and investment laws, regulations and policies relating to assigned sectors. Thorough knowledge of U.S. business practices and trade/investment practices and policies is required.
  • Skills and Abilities: Must have the ability to develop and maintain a wide range of business and government contacts from working level to senior level officials within British Columbia, Yukon, Northwest Territories, Alberta, Saskatchewan, and Manitoba, with particular focus on local firms within the assigned areas of responsibility; to counsel business clients and hold frequent discussions with industry contacts and CS staff at post and in the U.S to obtain and evaluate data with minimal supervision; to express clearly and accurately in a variety of written formats with a high degree of complexity, including emails, memos, letters, presentation materials and market research reports; and to know when to seek higher level assistance. The ability to meet numerical export success goals and revenue generation targets is also required.
