Job Description

The Junior Estimator Distribution will work with the Estimating Manager and Proposal Coordinator to ensure that all aspects of the bid proposal are of superior quality including the look, feel, and accuracy of the quoted work. They will work with subcontractors and suppliers to ensure we obtain the most competitive price for an accurately defined Scope of Work (SOW) or Bill of Materials (BOM). The Junior Estimator Distribution must work closely with the Estimating Manager, Project Managers, Construction Managers, HSSE Manager, Quality Manager, VP of Business Development, CEO and President to coordinate the inputs and review for all proposals. Once a proposal is awarded the Junior Estimator Distribution will work with the Estimating Manager to organize the handover to the project teams.Qualifications:

  • Formal estimating training from a recognized technical institute is considered an asset.
  • Trade certificate or previous work experience in Overhead and Underground Distribution
applications
  • InDesign and Accubid training considered an asset.
  • 2+ years in a administration role
  • 10+ years of construction experience.
  • General understanding of Fixed Price, Time & Materials, Cost Plus and Unit Rate contract pricing mechanisms
  • Experience working directly with material manufacturers in the development of Overhead and Underground Distribution projects
  • Experience in utilities required
  • Experience with electrical, mechanical drawings for tender documents
  • Knowledge of distribution construction and ability to utilize knowledge for labor and material take-offs.
  • Knowledge of estimating underground downtown network and vault scopes of work would be an asset.
  • Knowledge of street lighting and overhead fiber telecom scopes of work would also be an asset
  • Ability to coach and mentor staff to provide timely responses and reviews to proposals under development.
  • Able to utilize provided client specific templates/proposals to provide IPS a competitive advantage.
  • Capable of developing estimates based on drawings and scopes of work.
  • Capacity to resolve complex issues in a timely manner.
  • Ability to build relationships with clients, suppliers and vendors.
  • Superior ability to meet tight deadlines and multi-task.
  • Able to develop project schedules based on proposal details.
  • Resourcefulness and self-motivation with strong organizational skills and ability to multi- task
Duties
  • Prepares quotations and proposals using standard templates using Accubid, InDesign and Microsoft Office software.
  • Conduct initial analysis of drawings, specifications and documentation from bid packages, such as blueprints and specifications to ensure required information is provided
  • Prepare initial cost estimates for the required supplies and services related to current and future projects. Prepare estimates or probable costs of material, labour and equipment and subcontracts for construction projects based on contract bids, quotations, schematic drawings and specifications primarily in the overhead and underground distribution space.
  • Liaise, consult and communicate with engineers, architects, owners, contractors and subcontractors to prepare economic feasibility studies on changes and adjustments to cost estimates
  • Assist in the development of a project schedule with Microsoft Project.
  • Assist with the development of project execution plans, construction bid schedules, bid risks and assumptions documents, as well as overall technical guidance for proposal development
  • Handover awarded proposals to project team.
  • Produce estimates based on collected contractual data for: Construction and EPC projects.
  • Accountable for all aspects of the estimate/proposal.
  • Prepare/review tender documents.
  • Prepare subcontractor lists and invitations to bid.
  • Provide Estimating Manager support for pre/post/awarded bid meetings.
  • Work with Procurement Manager to ensure all suppliers and contractors are pre-qualified.
  • Attend site visits when required
