Job Description

Your Opportunity:The Provincial Manager, HIM Workforce Planning, Learning & Development, plays a key role in setting the provincial direction, planning and execution of initiatives supporting HIM workforce planning, learning and development. In alignment with AHS and Connect Care readiness, learning and development priorities and competencies, this critical role will be pivotal in ensuring the successful planning to support laureadiness for Connect Care implementation and the transformation of HIM to a truly digital, provincial AHS service (electronic health information management or eHIM©). Reporting to the Director, Provincial Strategic Initiatives (PSI), HIM, this position is responsible and accountable for leading, monitoring and updating the HIM Work Force Transformation strategy and plan and the management and guidance of the HIM Workforce Planning, Learning and Development team. The position is responsible and accountable for making key decisions and having direct management responsibility for achievement of ongoing learning requirements, development of resources, professional development and workforce planning objectives of HIM to enable an optimally skilled, trained and competent workforce that will support implementation, optimization and operationalization of Connect Care. The Provincial Manager will also collaborate with HIM Leadership team at provincial and zone levels to ensure the HIM workforce has the right skills, competencies, behaviors and training for Connect Care-based service delivery that enables and drives business process improvements and optimization. This position will also develop and maintain strong working relationships with key stakeholders and leaders to facilitate the changes required to develop new skills in HIM’s current and future workforce.Description:Strategic Planning - Leads the development, implementation and evaluation of plans to support HIM Connect Care readiness through launch implementation planning as well as training, learning and workforce planning, ensuring all staff are trained to perform their jobs competently and confidently. Develops a sustainable, long-term learning framework that facilitates ongoing participation amongst all HIM stakeholders. The HIM learning framework will align with the approaches by the Connect Care initiative. Leadership - Collaborates with HIM leadership and other stakeholders through effective communication, decision making, and commitment to achieve HIM’s established goals and objectives, ensuring HIM workforce planning, learning and development outcome measurements and standards are met and enforced. Creates and sustains internal and external relationships that foster an environment of community and collaboration. Program/Project Management - Oversees and guides the design, development, publication and maintenance of traditional, eLearning, iLearning and multimedia learning and professional development tools and resources within agreed timelines by applying leading practice curriculum design expertise. People Management - Serves as a role model in support of the organizational culture and promotion of the eHIM vision, ensuring support of the vision, mission and goals of AHS. Ensures optimal use of human resources in effective and efficient delivery of services. Works as an integral partner with HIM leadership to assess current staff competencies and enable achievement of desired transformation outcomes.

Required Qualifications:Graduate of a HIM program recognized by the Canadian Health Information Management/Canadian College of HIM with active credentialed status. A minimum of bachelor/college degree in another healthcare related business degree will be considered. Equivalencies of education and experience may be considered. Progressive leadership experience in an HIM-related field environment, including a minimum of 5 years experience in a management role in AHS HIM or related operations. Leadership skills, including demonstrated ability with decision making responsibilities, coaching and teaching, and the ability to inspire and build confidence in others to manage change and create innovative learning and development solutions for complex and diverse issues. Experience working in a multi stakeholder, geographically diverse virtual team environment across disciplines and departments. Ability to react to project adjustments and alterations promptly and efficiently, and often under conditions of very short notice. Ability to elicit cooperation from a wide variety of sources and stakeholders through partner engagement techniques. Experience coordinating projects and managing expectations with numerous internal and external stakeholders across multiple organizations.Additional Required Qualifications:Strong track record in establishing and maintaining effective working relationships with internal and external stakeholders. Political astuteness, excellent communication and negotiation skills and strong relationship building. Ability to manage human, financial and physical resources within an operating environment. Effective leadership abilities combined with a strong commitment to operating within a team environment and the ability to motivate and inspire others to achieve common goals. Excellent analytical and decision-making skills evidenced by a demonstrated ability to create, organize and manage short and long term plans and projects and deliver customer-focused results, with emphasis on implementing clinical information systems. Proven planning and commissioning skills related to new or modified health information/records management services in new areas/sites. Exceptional Microsoft Office skills: Excel, Word, PowerPoint, SharePoint, InfoPath, Publisher, Access, and Visio. Ability to develop adult learning curriculum using applied methods of instructional design such as Analysis, Design, Development, Implement, Evaluate (ADDIE) Model and Bloom’s Taxonomy, required.Preferred Qualifications:Project Management Professional (PMP) designation. AHS’ Introduction to LEADS in a Caring Environment Program Completion. Demonstrated ability to positively influence and facilitate change. Understanding and knowledge of implementing eLearning, iLearning and traditional tools and virtual training techniques.
