About MRUFounded in 1910 and located in Calgary, Alberta, Canada, Mount Royal University grew into a vibrant college in the 1930s and became a mid-sized university in 2009. In support of our belief that diversity in our faculty and staff enriches the work, learning and research experiences for the entire campus community, we strongly encourage members of the designated groups (women, Indigenous Peoples, persons with disabilities, members of visible minorities, and diverse sexual orientation and gender identities) to apply and self-identify.About the Department of Business and Retail ServicesMount Royal University’s Business and Retail Services compliments the student and employee experience by providing a wide range of offerings to the University community including access to the Bookstore, Document Services, Parking and Transportation Services, Events and Conference Services, and Hospitality Services (Retail Food Service, Catering, Beverage and Snack Vending, and ATM banking).About the RoleThe Parking and Transportation Services (PTS) Manager oversees parking and transportation services at MRU to ensure the campus-community’s needs are met in relation to Transportation Demand Management (TDM). The PTS Manager is responsible for overseeing the day-to-day operations of PTS including, but not limited to parking infrastructure maintenance, staffing, and the annual operational plan including budgetary requirements. This position is accountable for establishing procedures to meet policy objectives as it relates to PTS operations including the development and implementation of MRU’s TDM strategy.This position is a full-time role working 35 hours per week.Responsibilities

  • Develops annual TDM strategy and implements operational strategies for the delivery of parking and transportation services on campus.
  • Recommends policy and procedural changes to meet functional area outcomes.
  • Prepares annual budget.
  • Creates key performance indicators to be monitored on an annual basis.
  • Tracks capital expenditure depreciation and identifies capital investment requirements in order to keep PTS facilities safe and operational.
  • Analyzes supply and demand pressures and develops occupational ratios for individual lots.
  • Prepares fee recommendations on annual basis.
  • Liaises with other institutions, government agencies, and environmental groups to identify best practices for parking operations at MRU.
  • Conducts market research to understanding parking behaviors to support decision making initiatives.
  • Prepares an annual report summarizing all parking activity on campus.
  • Monitors parking lot usage on a regular basis and establishes permit ratios.
  • Ensures parking lots are patrolled daily at random times.
  • Ensure illegally parked vehicles are removed.
  • Works with Grounds Dept to ensure annual/seasonal maintenance occurs (lot cleaning, line painting, snow removal, etc) are done on a regular and timely basis.
  • Conducts regular inspections to ensure that lots are clean and equipment is fully operational.
  • Ensures that parking & traffic signage is adequate, unambiguous and unobstructed.
  • Liaises with Campus Security, Maintenance, and Grounds departments on all matters related to parking and transportation infrastructure.
  • Tracks event parking data.
  • Ensures payroll data is accurate and approved on time.
  • Tracks all fines associated with parking infractions.
  • Hires and trains PTS Staff
Qualifications
  • Minimum of 5-years in a parking related field with increasing levels of responsibility.
  • Proven track record of hiring, training, supervising, and retaining staff.
  • Ability to develop and work within a multi-million dollar budget.
  • Understanding of relevant legislation.
  • Detailed understanding of Transportation Demand Management.
  • Experience in business planning and performance management as it relates to the parking industry.
  • A bachelors degree. A combination of education and experience will be considered.
  • Experience working in a unionized environment considered an asset.
  • Experience working in an institutional setting would be considered an asset.
