Accommodations are available during the hiring process, upon request.As a Parks Encroachment Specialist, you will provide technical expertise, leadership and support regarding the City of Calgary’s Encroachment Bylaw, the Parks and Pathways Bylaw and the Alberta Municipal Government Act while utilizing the Alberta Land Titles System. You will review and apply the applicable bylaws when an encroachment is identified on the city-owned park land.Primary duties include:Review Real Property Reports (RPR) and associated documents e.g. land titles, existing encroachment agreements, landscape licenses etc. as a part of transfer of ownership of a property due to a sale, to determine if an encroachment exists on city owned park land and the scope of the encroachment.Ensure all decisions are in alignment with the Municipal Government Act, The City of Calgary Encroachment Bylaw 9M2020, Calgary Parks and Pathways Bylaw 11M2019 and all other relevant City of Calgary Bylaws.Identify encroachments on parks owned land including both structural encroachments and natural area alteration e.g. mowing, cutting down vegetation.Act as the primary Calgary Parks contact engaging with property owners, external lawyers and multiple business units including RE&DS, Law, Planning, Bylaw Services and Calgary Parks including but not limited to Urban Forestry, development inspectors, zone superintendents and park ecologists.Advise appropriate course of action to be taken to rectify the encroachment.Provide written decisions on the City of Calgary’s behalf to property owners where the Calgary Parks has interest/interests in the property that is being dealt with.Record keeping ensuring all encroachments are properly tracked to ensure a coordinated response for communication, removals, permitting, site visits and final approvals are completed in a timely manner.QualificationsA completed 2 year technical diploma in a related discipline such as applied land use planning, urban planning or architectural technology and at least 5 years of experience in planning, property or business assessment, experience with the application of a zoning, land use, or municipal bylaws or a directly related field; ORA degree in a related discipline such as applied land use planning, urban planning or architectural technology and at least 3 years of experience in planning, property or business assessment, experience with the application of a zoning, land use, or municipal bylaws or a directly related field.Experience with the following; Geographic Information System (GIS), POSSE, LInDA, Waterfront will be considered an asset.Intermediate proficiency with Microsoft Office (Excel, Word, PowerPoint, and Outlook) is an asset.Competencies for this position include demonstrated abilities in the following areas: reviewing real property reports, interpretation of legislation, acts and bylaws, working with the Municipal Government Act (MGA).Excellent communication and interpersonal skills, and a proven ability to work independently while exercising sound judgment and decision making.Success in this role requires the ability to efficiently manage and analyze large volumes of data, and effectively communicate with a diverse set of stakeholders.This role requires a level of political acumen above and beyond administrative tasks.Pre-employment RequirementsSuccessful applicants must provide proof of qualifications.Union: CUPE Local 38Business Unit: Calgary ParksPosition Type: PermanentLocation: 3790 Seton Drive SECompensation: Pay Grade 11 $40.05 - 53.55 per hourDays of Work: This position works a 5 daywork week with 1 day off in a 3 week cycle.Hours of work: Standard 35 hour work weekAudience: Internal/ExternalApply By: September 15, 2021Job ID #: 304452Apply for JobtestQuick Apply
