Accommodations are available during the hiring process, upon request.As a Parks Encroachment Specialist, you will provide technical expertise, leadership, and support regarding the City of Calgary’s Encroachment Bylaw, the Parks and Pathways Bylaw, and the Alberta Municipal Government Act while utilizing the Alberta Land Titles System. You will review and apply the applicable bylaws when an encroachment is identified on city-owned park land. Primary duties include:

  • Review Real Property Reports (RPR) and associated documents (for example: land titles, existing encroachment agreements, landscape licenses) as a part of the transfer of ownership of a property due to a sale, to determine if an encroachment exists on city owned park land as well as the scope of the encroachment.
  • Ensure all decisions are in alignment with the Municipal Government Act, The City of Calgary Encroachment Bylaw 9M2020, Calgary Parks and Pathways Bylaw 11M2019, and all other relevant City of Calgary Bylaws.
  • Identify encroachments on parks owned land including both structural encroachments and natural area alteration (for example: mowing, cutting down vegetation).
  • Act as the primary contact for Parks and Open Spaces; engage with property owners, external lawyers, and multiple business units including Real Estate and Development Services, Law, Planning, Bylaw Services, and Parks and Open Spaces including but not limited to Urban Forestry, development inspectors, zone superintendents, and park ecologists.
  • Advise appropriate course of action to be taken to rectify the encroachment.
  • Provide written decisions on the City of Calgary’s behalf to property owners where Parks and Open Spaces has interest/interests in the property that is being dealt with.
  • Oversee record keeping to confirm all encroachments are properly tracked; ensure a coordinated and timely response for communication, removals, permitting, site visits, and final approvals.
Qualifications
  • One of the following combinations of education and experience is required:
    • A completed 2 year technical diploma in a related discipline such as Applied Land Use Planning, Urban Planning, or Architectural Technology and at least 5 years of experience in planning, property or business assessment, experience with the application of a zoning, land use, or municipal bylaws or a directly related field; OR
    • A degree in a related discipline such as Applied Land Use Planning, Urban Planning or Architectural Technology and at least 3 years of experience in planning, property or business assessment, experience with the application of a zoning, land use, or municipal bylaws or a directly related field.
  • Experience with Geographic Information System (GIS), Public One-Stop Service Engine (POSSE), LInDA, and/or Waterfront will be considered an asset.
  • Intermediate proficiency with Microsoft Office (Excel, Word, PowerPoint, and Outlook) is also an asset.
  • You have a demonstrated ability to review real property reports, interpret legislation, acts, and bylaws, and work with the Municipal Government Act (MGA).
  • Excellent communication and interpersonal skills, and a proven ability to work independently while exercising sound judgment and decision making.
  • A strong ability to efficiently manage and analyze large volumes of data, and effectively communicate with a diverse set of internal and external partners.
  • This role requires a level of political acumen above and beyond administrative tasks.
