Job Description

Project/Program Overview:General Dynamics Missions Systems-Canada is looking for a proactive and collaborative Program Manager, Deputy to join our program management team working with our International Tactical Communications and Information System (TacCIS) portfolio. This full-time program management role can be based out of Ottawa or Calgary, with hybrid working model.In this role you will be responsible for the planning, coordinating, tracking and reporting of all activities associated with the TacCIS Project. You will coordinate activities with Engineering, Supply Chain, manufacturing, product vendors and our customer. You will be responsible for managing schedules, cost, risk and measurement of project deliverables. A key success indicator will be someone with a positive outlook and proactive engagement style when working with multiple stakeholders.In your first few weeks in this Program Manager role, you can expect to:

  • Manage the TacCIS project execution with the cost account managers overseeing the engineering effort
  • Oversee project schedule reviews, risk reviews and measurement reviews
  • Handle internal program reviews to provide data on program performance and risk
  • Be responsible for the regular Estimate to Complete (ETC) re-planning effort
  • Manage financial level reporting as required by the TacCIS Program Manager
  • Manage Internal Program Reviews to provide data on program execution and risk
  • Lead regular Estimate to Complete (ETC) re-planning effort.
  • Tracking program costs that will form part of the justification of the requested ETC. The DPM will be responsible for justifying budget requests as needed to meet contract requirements.
  • Work with SCM to manage the Contract Manufacturing of GDMS-C Products and Cables.
  • Work with General Dynamics Mission Systems–Canada Quality and in support of project audits and will also be responsible for closure of all TacCIS Quality Corrective Actions and Observations
  • Establish and maintain a tracking and reporting infrastructure
  • Prepare and perform organized, thorough, accurate and effective presentations to company management, the customer and the project team
  • Coordinate, maintain, and document weekly, monthly, and quarterly status of deliveres versus commitment
  • Prepare and submit regular progress reports
  • Demonstrate the skills of an effective negotiator to facilitate positive outcomes satisfying the interests and objectives of all concerned parties
Basic Qualifications:Required Skills:
  • At least 5 years project management/engineering experience with systems engineering of complex electronic and computer systems and delivery of material
  • Experience in developing and presenting complex concepts and ideas
  • Comprehensive knowledge of project management tools and methodologies
  • Direct applicable experience on defence programs and military vehicles is highly desirable
  • Effective communication skills
  • Excellent team management and strong inter-personal and consensus building skills.
  • Capability to interact effectively with the Prime Contractor, Partner companies and Vendors.
  • Capability to provide effective briefings to various levels of management
  • Intermediate/Advanced application of: MS Office Suite, Microsoft Project, Primavera and Oracle.
  • Travel will be required with this position.
  • Must be able to obtain and maintain Canadian Security Clearance and a positive Controlled Goods Assessment. Eligibility to work in Canada either as a Canadian Citizen or Permanent Resident.
Education
  • Degree in Engineering, Science or business.Preferred PMI certification as PMP
