Job Description

Hours: 35 hrs/wk. Range: $101,317-$121,888Location: 30 College St., Toronto (Hybrid Model)Classification: Regular Full-Time Summary:Native Child and Family Services of Toronto strives to provide a life of quality, well-being, caring and healing for our children and families in the Toronto Indigenous Community. We do this by creating a service model that is culture-based and respects the values of Native people, the extended family, and the right to self-determination and through the integration of holistic, culturally based prevention services that are child centred, family focused, and community driven. Reporting to the Manager of Child and Family Wellbeing, the Supervisor of Resources and Permanency Planning is responsible for the supervision, on-going support, leadership, and clinical direction to an assigned team of a Customary Care Home Assessor, Placement Worker, Resource and Permanency Workers - delivering services to Indigenous children and families. Primary Responsibilities:

  • Provide direct supervision to Resources and Permanency Planning services team including hiring, determining work priorities, assigning cases, providing direction and training, setting performance standards, conducting performance appraisals, etc.
  • Overseeing of the recruitment and approval process of Foster, Kin, and Customary Care and Adoptive homes; Monitor and review all case recordings, documents, plans of care, court documents, in care resources home files; etc.
  • Oversee Adoption processes.
  • Oversee licensing standards are met within our Resource Homes.
  • Build constructive working relationships with First Nations, Inuit, and Metis communities in developing recruitment and placement strategies and plans for children in care.
  • Develop and facilitate training and public education to the Native Child and Family Services of Toronto staff, foster parent groups and Indigenous communities.
  • Provide individual clinical supervision and direction to assigned workers.
  • Refer to the Foster Care Manual and have a good understanding of its content.
  • Refer to the Adoption Regulations and have a good understanding of its content.
  • Have a good understanding of the SAFE/PRIDE process and the Heart and Spirit process.
  • Review various case documents including case recordings such as annual reviews, plans of care, cultural plans, court documents, home opening documents such as SAFE assessments or Indigenous Family Development Assessments (IFDA) etc.
  • Provide information and recommendations to the Director of Child and Family Wellbeing regarding case management decisions and plans for cases of a particularly contentious, sensitive, complex or high-risk nature.
  • Promote excellence in the delivery of client service, promote a team approach and facilitate the empowerment of workers in decisions, which affect their working conditions and/or professional development.
  • Participate as a member of NCFST’s Service Supervisory Team in the development and implementation of team strategies, visions, and priorities. Provide input into the development of NCFST policies and procedures.
  • Initiate and maintain effective partnership relationships with various internal/ external resources/ services. Lead and/or participate on a number of NCFST and community committees.
  • Provide back-up and standby duty on a regular basis, rotating with other Supervisors.
  • Ensure NCFST’s policies, procedures and standards as well as child welfare legislation is adhered to through regular meetings with staff; advising staff of changes in policies and practices; discussing current unit activities and concerns, etc.
  • Perform additional duties, as assigned.
Qualifications, Knowledge and Skills:
  • BSW or M.S.W. from an accredited university and a minimum of three years relevant experience in a supervisory role.
  • Pass a Vulnerable Sector Police Record Check.
  • Extensive knowledge of the Child, Youth and Family Services Act, Ministry guidelines, NCFST policies and procedures.
  • Extensive knowledge of the requirements for permanency planning and adoption practice, Child, Youth and Family Services Act, and Ministry guidelines.
  • In depth experiential and theoretical knowledge related to the practice of child development and family dynamics.
  • Knowledge of computer applications with demonstrated proficiency in the use of Frontline Case Management System.
  • Knowledge of Indigenous cultures in an urban environment.
  • Demonstrated supervisory and leadership skills with a strong emphasis on a balanced participatory and action oriented work/ management style.
  • Excellent written and verbal communication skills.
  • Demonstrated ability to resolve conflicts, elicit cooperation, negotiate and to collaborate.
  • Competence in problem analysis, judgement and decision making, especially under difficult circumstances with minimum information and rigid time constraints.
  • Demonstrated ability to prioritize competing work demands and to manage a high volume of work.
  • Consultative and presentation skills to liaise effectively with community resources and services.
  • Demonstrated understanding, and commitment to, integrating the Native Child and Family Services of Toronto Mission and values in to practice, service and relationships.
  • Demonstrated understanding of workplace Health and Safety practices and understanding of an employee’s responsibility under current legislation.
  • Ability to work effectively with all levels of staff, to maintain effective communication and working relationships, demonstrating strong interpersonal skills, tact, sensitivity and build strong internal relationships.
