Job Description

The Municipality of Chatham-Kent has an opening for a permanent full-time Manager, Waste, Recycling and Climate Change in the Drainage, Asset & Waste Management division.Job descriptionThe Manager, Waste, Recycling and Climate Change is responsible for managing municipal waste and waste diversion programs, municipal/private landfill issues, and related waste management matters. The Manager is jointly responsible for corporate climate change, pollution abatement and liaising with other agencies such as the Ministry of the Environment, Conservation and Parks.Essential responsibilitiesDemonstrate Chatham-Kent’s core values and competenciesManage solid waste contract, waste diversion programs and corporate climate action as requiredOversee an annual operating budget in excess of $4 MillionEnsure the Municipality is compliant with all applicable legislation and agreements related to waste management, waste diversion, energy consumption and demand planning, and corporate climate protection activitiesFormulate long range plans and policies relating to waste management and corporate climate action, including waste diversion programs while protecting the local environmentLead a team of one full-time technologist and twenty part-time transfer station/leaf & yard depot operators in a fast-paced and constantly changing environmentEstablishing annual energy consumption and GHG emissions inventoriesReviewing and validating organization and project-level GHG accounting reportsDevelop and implement Waste Management Program requirements and standard operating procedures to address identified gaps and/or opportunities for improvementEstablish priorities and plans related to municipal waste transfer sites, leaf and yard depots, solid waste and recycling collection, waste diversion, litter control and contaminated soilsManagement and weekly scheduling of twenty part-time staffIdentify cost and efficiency opportunities with respect to municipal transfer station/leaf & yard depot facilities such as property maintenance, energy management, safety supplies and equipment and site securityPrepare Provincial financial and tonnage data call reports relative to waste diversion activities to maximize fundingConduct site and facility level Waste Management Program compliance verifications and assessments of municipal waste generators and receivers, to ensure non-compliance issues and opportunities for improvement and cost savingsBuild and maintain effective working relationship with suppliers, contractors and interest groupsAs Secretary, coordinate landfill liaison committee reports and meetings for two local private landfillsEssential qualificationsCollege diploma or university degree (preferably in an engineering or environmental discipline), with four (4) to six (6) years of related experienceExperience in waste management (landfill, transfer station and waste diversion operations) and climate change issuesKnowledge of GHG accounting principles and protocols with experience in organization- and project-level GHG inventories, and of energy management principlesExperience in designing and facilitating corporate climate action including energy efficiency projectsSupervisory experience , preferably in a municipal environmentWorking knowledge of Geocortex, CentralSquare (or other similar programs)Working knowledge of FMW and JD Edwards (or other similar financial programs)Strong computer skills, specifically Microsoft Office (Word, Excel, PowerPoint, Outlook) (or similar software programs)Certifications, Membership, Licenses:CEM certification is an assetP. Eng., EIT, or CET designation is an assetWork environment/hours of workThis position works both indoors and outdoorsThis position works weekday hours, with occasional evening and weekend hoursMunicipality of Chatham-Kent COVID-19 Vaccination PolicyThe Municipality of Chatham-Kent has a mandatory vaccination policy.
