Job Description

The Municipality of Chatham-Kent has an opening for a permanent full-time Supervisor I, Roads in the Public Works division.Job descriptionThe Supervisor I, Roads, directs the repair and maintenance of road, water, and sewer systems, under the guidance of the Manager of Public Works. This position participates on the Manager/Supervisor Team.Essential responsibilitiesDemonstrate Chatham-Kent’s core values and competenciesLead a team in a fast-paced and constantly changing unionized and non-unionized environmentEnsures all vehicles, equipment and machinery are maintained in good safe working order, complete with record managementInspects and patrols roadways in accordance with Ontario Minimum Maintenance Standards (MMS), identifies other deficiencies not related to MMSOversee an annual operating budget; participate in the preparation and monitoring of the department expenditures to ensure compliance with approved budgetEnsures all equipment logs, and work records are completedAssesses pending weather conditions and expected precipitation and plans for appropriate winter control operations with respect to staff equipment and hours of work availableResponsible for ensuring safety and competency of employeesCoordinates, oversees and manages work of external contractorsResponds to inquiries and investigates complaints from the public pertaining to road maintenance activities and conditionsParticipates in bylaw enforcement activities Ensure compliance with the Occupational Health and Safety Act and Ontario Minimum Maintenance StandardsMake recommendations to Manager and Director for road improvements beyond the scope of maintenance needsEssential qualificationsCollege certificate or diploma (preferably in a Civil Engineering program or Certified Engineering Technologist with OACETT), plus six (6) to ten (10) years of related experienceExperience in road maintenanceAbility to operate and train staff on equipment such as, grader, loader, backhoe, bobcat, gravel truck, snow plow and miscellaneous tools and equipmentExperience with water/wastewater maintenance programSupervisory experienceExperience working in a unionized environmentExperience managing operating budgetFamiliar with Occupational Health & Safety ActFamiliar with requirements of Ontario Minimum Maintenance StandardsWorking knowledge of JD Edwards Enterprise (or related software program), GIS softwareStrong computer skills including Microsoft Word, Excel, email and internet (or other similar software programs)Other qualificationsMunicipal experience, an assetCertifications, memberships, licensesMinimum Level 1 Drinking Water and Wastewater Operator Certification from the Ministry of the Environment Conservation and Parks (MECP) would be an assetOIT Drinking Water Certification from the Ministry of the Environment Conservation and Parks (MECP), would be an assetOIT Wastewater Operator Certification from the Ministry of the Environment Conservation and Parks (MECP), would be an assetCompletion of the T.J. Mahony Road Course (construction and maintenance section) and CS Anderson School sponsored by the Ministry of Transportation would be an assetCertified Road Supervisors certificate would be an assetWork environment/hours of workThis position works both indoors and outdoorsThis position works weekday hours, with occasional evening and weekend hours, and on call after hours and on weekendsDriver’s licence/vehicle requirementsBecause of the responsibilities, this position requires the successful candidate to have a valid class G (prefer a DZ or higher class) Ontario driver’s licence; a driver’s abstract will be conducted by the Municipality of Chatham-Kent.
