The HR Manager leads and directs the Human Resources (HR) department’s functions of the Quatsino First Nation and Quatsino Economic Development Limited Partnership’s businesses. This position is responsible for providing generalist information, advice, guidance, and training to employees, Supervisors, and Chief and Council on the full spectrum of human resource services and activities to support and drive both day-to-day and strategic human resource priorities. This will include but not be limited to recruitment and selection, labour relations, training, compensation and benefits, performance management and career development, and employee retention activities.Primary Responsibilities and Accountabilities

  • Take into account both immediate and long-term staffing needs and create organizational planning for both.
  • Prepare job descriptions and job advertisements; deciding how best to advertise.
  • Shortlist applicants for interviews using a variety of selection techniques, as per the organization’s selection criteria.
  • Provide orientation for new employees.
  • Provide advice on promotions and benefits.
  • Ensure that payroll is administered appropriately.
  • Ensure that employee records are maintained as per legislation, including their scheduled destruction.
  • Interpret and advise on employment legislation.
  • Thorough understanding of all Provincial Employment Standards and the Canada Labour Code, Human Rights Code and Health and Safety Regulations.
  • Develop and implement policies on disciplinary procedures, absence management, working conditions, performance management, and equal opportunity, etc.
  • Listen to complaints and enforce disciplinary procedures.
  • Analyzing training needs in collaboration with managers.
  • Providing opportunities for training and development.
  • Assist managers with the performance review process.
  • Provide guidance regarding workplace injuries or accidents.
  • Complete employment terminations and offboarding procedures.
  • Investigate accusations of harassment, violence, and discrimination.
  • Responsible for completing all other HR related documents including WorkSafe BC, and short- term/long-term disability claims, point of contact for WCB and ongoing claims.
  • Serve as HR liaison on the Health and Safety Committee.
  • Ability to work well with all levels of internal management and staff, Chief and Council as well as outside stakeholders.
  • Perform other related duties as assigned.
Qualifications
  • Post-Secondary educational degree – either a bachelor’s degree in Human Resources, Business Administration, or a college diploma in Human Resource Management.
  • 3 – 5 years of experience in human resource management.
  • Understanding of HR systems and databases.
  • Knowledge of labour law and best practices in human resources.
  • Excellent skills in Microsoft office and exceptional computer skills.
  • High regard for confidentiality.
  • Excellent understanding of legislation and how it affects employees and employers.
