Job Description

TOWN OF CORNWALLJOB DESCRIPTIONPosition: Planning ClerkReports To: Manager of Planning and DevelopmentLast Updated: April 15, 2022Salary Range: Level 4 ($39,638-$44,537)Summary:This position is responsible for the administrative/clerical work in the Planning & Development Department with the Town of Cornwall. The position primarily provides support to the Planning and Development Department, and other departments as necessary. This position involves work of a confidential nature and requires considerable initiative and independent judgment.Duties and Responsibilities:

  • Perform receptionist duties, providing basic Development Permit information for enquiries from the public
  • Perform administrative and clerical duties such as data entry, typing, preparing agendas, attending meetings and recording minutes, providing excellent customer service
· Assist in maintaining an orderly and comprehensive filing system· Maintain Municipal Planning Documents, including Subdivision records, Civic address and street naming, Bylaw Amendments
  • Proofreadcomplex technical documents for planning and development purposes
  • Direct internal and external correspondence
  • Perform initial review of development applications
  • Receive payment and issue receipts for building permits, development fees, etc.
  • Prepare purchase orders, allocating expenses to appropriate budget lines
  • Prepare (draft) permits
  • Assist in preparation of Subdivision and Development agreements
  • Prepare, update and distribute Property, Permit, and Civic Address reports
  • Maintain and update the zoning and development bylaw registry for the Town
  • Carry out research and prepare reports
  • Perform other such related duties, responsibilities and functions as may be assigned
Knowledge and Abilities:
  • Working knowledge of legal processes as it pertains to the PEI Municipal Government Act and Regulations, and the PEI Planning Act
  • Ability to interpret and understand real property documents such as deeds, easements, agreements
  • Experience creating real property documents an asset
  • Ability to proof complex documents with strong attention to detail
  • Excellent customer service
  • Excellent verbal and written communication skills
  • Ability to exchange information effectively with various government departments and agencies, consultants, municipalities, etc.
  • Ability to setup and manage filing systems, including electronic files using knowledge of legal records and procedures
  • Proficient skills in use of modern office systems and equipment including plotters, binding machines, and labelers
  • Knowledge of computer programs and applications, which may include Microsoft Office (Outlook, PowerPoint, Word & Excel), GIS, Adobe, VueWorks, etc.
  • Ability to establish and maintain effective working relationships with co-workers and the general public
  • Excellent time management
  • Ability to express ideas effectively, both orally and in writing
Desired Qualifications:
  • Degree or Post-Secondary Diploma from a recognized institution in a related field such as business administration, legal administration, public administration, etc.
  • Three years’ experience dealing with the public in an office setting and working with computer-based systems
  • Experience as a property paralegal is an asset
  • Working knowledge of the PEI Municipal Government Act and other legislation related to municipal governance, and Town of Cornwall Bylaws
  • Experience in a municipal office environment, involving planning and development matters, and real property matters would be considered an asset
  • Equivalent combination of education and experience will be considered
Other Requirements:
  • Be willing to participate in training and/or take courses as determined
  • Able to work flexible time on occasion to accommodate evening meetings and events as required
