Job Description

The Municipality of North Cowichan (population 31,990) is located in the beautiful Cowichan Valley on Southern Vancouver Island, between Nanaimo and Victoria. Utility billing requires review of data, tri-annually and quarterly billing, responding to related inquiries, reconciliations of accounts, and other related duties as required. Tasks related to property tax requires review of assessment data, preparing annual property tax notices, responding to related inquiries, reconciling accounts, preparing for annual tax sale and other related duties as required. The successful candidate must possess a strong work ethic, good communication skills, and perform tasks accurately. Deployment to other duties may be required from time to time.Required Skills, Qualifications and Abilities:

  1. Completion of Grade 12 supplemented by bookkeeping and basic accounting courses equivalent to level 1 or 2 of a recognized accounting program, plus sound related experience; or an equivalent combination of training and experience.
  2. Written and oral communication skills, public relations skills, and practical problem-solving ability.
  3. Two (2) years of related office experience (local government experience preferred), including an ability to undertake basic accounting functions and understanding of the property tax and utility billing process.
  4. A minimum keyboarding speed of 40 wpm, the ability to work within a current Windows environment including, Microsoft Word and Excel, the ability to use a recognized land management/utility/property tax software program, database entry, filing, and recordkeeping.
  5. Ability to complete multiple tasks in a demanding multi-faceted environment.
  6. Ability to efficiently complete tasks within tight deadlines.
  7. Ability to perform cashiering duties.
  8. Independence of judgment and capability of working with minimal supervision.
  9. Ability to work with co-workers and members of the public in a professional and courteous manner.
  10. Possession and maintenance of a valid Class 5 BC Driver #39;s License; a satisfactory current driver #39;s profile will be required.
This is a unionized position (CUPE Local 358) and the collective agreement may be viewed on our website.Candidates being considered will be required to undergo a comprehensive evaluation of skills, qualifications, and abilities.
