This is a special measure employment equity initiative and candidates from this group who wish to qualify for preferential consideration must self-identify.Job DescriptionThe Manager operates the regional transportation network to move the mail in accordance with the network design and national transportation plans established to meet service performance, quality, and budget and safety standards. This includes all modes of transportation (air, surface, marine) within the region and all operational aspects of the transportation business, including development of KPI’s, supplier contracting and performance management, and customer relationship management.The manager coordinates all segments of regional mail operations during holidays and for special mailings, including the planning, execution, issues resolution and reporting to ensure service commitments continue to be met.Job ResponsibilitiesBelow are the main job requirements and responsibilities for the Manager, Regional Transportation.

  • Reviews the network design, containerization and national transportation plans to transport the mail, and develops a detailed regional transportation operating plan. Consults with national Transportation managers and peers across the regions to develop integrated key performance indicators, ensure integration and leveraging of resources, and that the plan meets all service performance, quality, budget, safety, and security standards. Leads regional implementation of national change management plans and develops and implements same for regional changes.
  • Manages the provision of transportation services to regional operations to move the mail within service, quality, safety and security standards. Ensures professional and reliable service by contracted resources. Resolves pick up and delivery problems for large volume mailers by working collaboratively with Operations and large volume mail customers. Participates in the daily national (NCC) and regional (APC) conference calls, resolving transportation issues and any deviations to the network plan for the region.
  • Reviews national contingency and holiday plans, and plans for special mailings; plays a lead role in coordinating all segments of regional operations planning, execution, issues resolution and reporting to ensure service commitments continue to be met.
  • On behalf of Operations, leads the contracting process of transportation service providers for services within the designated regions(s). Plans and establishes the service requirements; works closely with Procurement throughout the tendering, evaluation and selection process to attract, acquire and retain contractors who can provide the best value proposition and reliable service at competitive costs. Has authority to approve the contractor selection in keeping with service, quality and cost objectives. Develops and implements resulting change management of new contracts.
  • Manages contractor performance and compliance, and the relationship with suppliers throughout the contract lifecycle. Resolves escalated issues and adjusts regional transportation plans to respond to fluctuations in demand or other changes. Monitors and reports on compliance to regional components of national transportation contractors.
Job Responsibilities (continued)
  • Stays up to date on standards and regulations concerning the safe and secure transport of the mail. Ensures that transportation operations meets or exceeds those standards for both drivers/operators and vehicles/equipment. Communicates corporate and regional standards, policies and practices to the field and suppliers and ensures compliance. Acts as regional focal point for all issues related to the Transportation of Dangerous Goods.
  • Works closely with key stakeholders to ensure a safe working environment for Transportation employees, contractors and customers. Ensures preventive and corrective plans and actions are in place and that safety remains “top of mind”.
  • Manages the regional Transportation operations team in a manner that promotes a culture of excellence, focused on service, safety, quality, environmental stewardship and cost management. Ensures skills and capability development of team members, with a view to strengthen performance and enhance employee engagement and career progression.
  • Plans and manages the transportation budget for the region(s). Develops monthly forecasts and tracks performance to plan, approves and explains unplanned expenditures such as un-scheduled overload/adhoc services and fuel surcharges, and manages reporting.
  • Manages the operation of Transportation systems within the region. Ensures employees enter the information fully, accurately, and on time in order to advise downstream operators of Transportation volumes and arrival times. Ensures ongoing training within the team; facilitates resolution of system issues and recommends improvements to systems.
QualificationsEducation
  • Completed post-secondary, preferably in a related field OR a combination of equivalent professional experience and training
Experience
  • 3 to 5 years of relevant functional experience
  • 2 or more years’ experience managing people
  • One or more years of experience in a unionized environment an asset
Other Candidate Requirements
  • Proficient computer skills and competent with Microsoft Office programs
  • Designation and or certifications programs may be required for certain positions (e.g. Finance & Engineering)
  • Excellent team building and leadership skills and experience
  • Sound organizational, analytical, judgement and decision-making skills with proven abilities in problem solving
  • Strong interpersonal skills with an ability to build and maintain relationships
  • Strong oral and written communication skills
  • Valid drivers license
