OpportunitiesJOB OPPORTUNITY: Consultant on Developing the ASEAN Heritage Parks Programme Operations ManualPOSITION TITLE: Consultant on Developing the ASEAN Heritage Parks Programme Operations ManualDURATION OF CONTRACT: Six monthsDUTY STATION: ACB HeadquartersREPORTING TO: ASEAN Heritage Parks Programme Coordinator and PDI DirectorTERMS OF REFERENCEA. BackgroundThe ASEAN Heritage Parks (AHP) Programme recognises areas of importance for biodiversity in the region, promotes greater cooperation among the ASEAN Member States (AMS) in conserving and managing AHPs for the development and implementation of regional and international conservation commitments, as well as regional mechanisms complementary to and supportive of national efforts to implement conservation measures to preserve and protect biodiversity and its ecological services.As the flagship programme of ASEAN, the AHP Programme caters to a network of protected and conserved areas and cooperation at the regional, national, and site levels. Several structures at each level work together in facilitating the activities and projects of, and related to, the AHP Programme from its nomination, evaluation to its declaration and management support. As this network of sites expands, and following the recommendations that transpired from the AHP Regional Action Plan (RAP) 2016-2020 review, the ACB recognizes the importance of developing an Operations Manual as an administrative guide and authoritative reference for the effective operations of the AHP Programme.The Operations Manual will be the main authoritative reference for the processes, procedures, standards and policy frameworks of the AHP Programme. This includes the AHP’s Governance and Institutional Arrangements, specifying the roles of the AHP Secretariat, and the AHP Committee, among others, as well as the terms of reference and lines of reporting within the structure. It will also outline the nomination criteria, evaluation and monitoring process, and institutional arrangements of the programme. At the minimum, the Operations Manual will provide administrative guidelines for AHP Programme stakeholders such as the implementor, beneficiaries, and actors on the implementation of the AHP Programme.To ensure the AHP Programme administration is comparable to international standards, administrative instruments of other relevant regional or international programmes such as the World Heritage Convention’s Operational Guidelines (https://whc.unesco.org/en/guidelines/) shall serve as references for the possible flow and content.As part of the AHP Regional Action Plan (RAP) 2016-2020 review deliverables, an outline of the proposed content of the manual has been developed and could be referred to in the development of the AHP Operations Manual. The Manual shall also scope out relevant international and/or regional principles for protected area management that is relevant to the ASEAN context taking into account latest developments not limited to the integration of health and biodiversity concerns in operational procedures in protected areas. B. ObjectiveThe consultancy aims to support the AHP Secretariat in developing the AHP Programme Operations Manual. Specifically, it aims to:

  • produce the AHP Programme Operations Manual that elaborates the minimum standards on the processes and procedures of the AHP Programme;
  • make available the manual to the identified target users through determined modes of access; and
  • craft a clear goal and purpose of the operations manual and procedure for its endorsement/ adoption/ roll-out
C. Scope of ServicesThe scope of services of the consultant to be engaged shall include, but not be limited to, the following activities:1. Conduct desk review of AHP documents (i.e., AHP RAP Assessment Report) and provide necessary definitions in relation to the AHP Programme.2. Describe the processes for the nomination, evaluation and selection of new AHPs
  • Update the AHP nomination criteria based on the recommendation of the RAP Assessment Report and other relevant documents
  • Prepare a detailed checklist of the AHP nomination requirements
  • Prepare the detailed guide for the evaluation of nominated sites (e.g. scoresheets, etc)
  • Define the process for declaration of AHPs after evaluation
3. Elaborate the Institutional and Implementation Arrangements
  • Describe the composition and draft the Terms of Reference of the AHP Secretariat and the AHP Committee
  • Describe the arrangement for the AHP Committee Meetings, including the recommended frequency and provisions for chairpersonship and vice-chairpersonship
4. Develop the Monitoring, Evaluation, and Reporting system for AHP Programme
  • Develop guidelines for the conduct of monitoring, evaluation, and reporting at the programme level based on the existing monitoring tools and mechanisms utilized by AMS
  • Outline standards and expectations from AHPs, including possible delisting
5. Develop general guidelines for the review and formulation of the AHP Regional Action Plan6. Review sustainable financing mechanisms of AHPs and provide set of recommendationsD. Expected Outputs/DeliverablesUnder the direction of the AHP Programme Coordinator and the Programme Development and Implementation Director, and in coordination with the AHP Secretariat and the relevant ACB units, the consultant is expected to carry out the following tasks and produce the following deliverables by the indicated deadlines:E. Professional Fee and Schedule of PaymentThe Consultant will receive a total payment of Thirty Thousand Euros (EUR 30,000) to cover the professional fees upon submission and acceptance of the deliverables. The amount is inclusive of travel cost and subsistence allowance of the Consultant when physical consultations are necessary. The ACB will shoulder the meeting costs for the consultation, while, communication shall be on the account of the Consultant. Costs for incidentals, accident, and medical insurance shall not be covered by the ACB.F. Requirements, Qualification and Competencies of the ConsultantEducation
  • Academic degree on Institutional Development, Natural Resource Management, Environmental Science or related fields. Master and PhD will be an advantage
Work Experience
  • At least five (15) years of actual experience program/project implementation, management, monitoring and evaluation, especially related to management, implementation, and monitoring and evaluation of protected areas, biodiversity conservation and environment-related programs/projects. Experience with ASEAN Heritage Parks or World Heritage Sites is an advantage.
  • With at least five (5) years’ experience in conducting consultancy work within the ASEAN region
Other Qualifications
  • Familiarity with the CBD, the CBD Conference of Parties Decisions on biodiversity conservation and protected areas management, and the CBD and International Union for Conservation of Nature (IUCN) technical guidance on protected areas management.
  • Excellent verbal and written communication skills in English, ability to communicate ideas effectively and write quickly, concisely and clearly.
  • Ability to work in a multicultural environment and to interact positively with a wide range of stakeholders in an international, regional and national context.
G. Implementation Period/Duration of ContractThe review will be completed within six (6) months commencing from the date of the signing of contract.H. Implementation ArrangementsAll outputs from the consultancy will be in English and shall follow the ACB writing style guideline. Outputs will remain the property of ACB, including drafts and related materials. Outputs will be publicly released by ACB in accordance with the ACB Publishing Guidelines.The Consultant will work closely with the AHP Secretariat under the supervision of the AHP Programme Coordinator in the preparation of the deliverables. All reports of the consultant will be reviewed by the AHP Secretariat and the AHP Programme Coordinator prior to endorsement to the PDI Director.I.   • Comprehensive curriculum vitae; and
  • Completed Personal History Form.
