More information can be found here.A great opportunity to take the next step in your careerThe Properties group is integral to the achievement of regional transportation objectives in the Region through property land acquisition, management and disposition.Property Services provides expertise to the Ministry in the areas of property acquisition, expropriation, leasing, inventory management, land survey and tenure. It ensures that these assets are acquired, maintained and disposed of effectively and efficiently within Policy and Procedure, in compliance with legislationThe Property Acquisition Coordinator is responsible for managing all property acquisition activities and delivery of property for projects, including resource budgeting, contract management, appraisal valuation, business valuation, land survey, road closures, expropriation and related project management. The position leads, plans and manages property acquisition projects for fee simple, crown land, gravel pits, statutory rights of ways, temporary licenses and easements. This includes resource budgeting and managing contractors. The Coordinator provides expert advice and oversees and negotiates property settlements and tenure conflicts along with managing, developing and evaluating the work of independent consultants. The position organizes, assists and leads expropriation proceedings. The Property Acquisition Coordinator manages conduct of post acquisition, road closures and land exchanges. The Coordinator identifies surplus land and provides strategic preparation for disposition to maximize value and transfer to BCTFA directing land sale credits back to the projects. The position plays a key role in acquiring property for Capital, Preservation and District projects to ensure property is delivered legally, on time and on budget.   • Diploma in Urban Land Economics with Appraisal Specialization, OR
  • Professionally recognized training in business administration, management, commerce or appraisal
  • Minimum four years combined experience in one or more of the following areas: land acquisitions or dispositions, valuations/appraisal/assessment, development approvals, legal conveyancing, land title research, tenure administration.
  • A combination of education and experience may be considered.
  • Accreditation with a nationally recognized appraisal institute or society such as the Accredited Appraiser Canadian Institute (AACI) designation, or accreditation with the Real Estate Institute of British Columbia (RIBC) is a requirement for this position. Applicants will also be considered if they meet any of the following conditions:
    • Applicants who are candidate members in good standings with either Appraisal Institute of Canada (AIC) or Real Estate Institute of British Columbia (RIBC);
    • Applicants that currently possess an affiliate institute or society designation or qualification who meet the AIC or RIBC’s qualifications for immediate acceptance; or
    • Applicants who have completed all the course work necessary to obtain the AACI or RIBC designation but have not yet applied.
  • NOTE: Applicants who have not completed all the course work necessary to obtain the AACI or RIBC designation but have registered in the program may be considered at a lower classification.
  • NOTE: Documented proof of meeting the conditions above may be requested from the applicant as part of the hiring process.
    • Applicants who do not meet the professional designation requirement may be considered at a lower classification, subject to confirmation of eligibility. Applicants should contact either Appraisal Institute of Canada (AIC) or Real Estate Institute of British Columbia (RIBC) to confirm their eligibility.
Related Experience must include a minimum of two (2) years of experience in the following:
  • Experience managing projects or a component of a project.
  • Experience in one or more of the following areas: property acquisitions, real estate, legal conveyancing, appraisal/assessment, tenure administration or negotiations.
  • Experience in planning, coordinating and managing contract services.
Preference may be given to applicants with the following experience:
  • Experience with property acquisition or dispositions, or negotiation in the public sector.
  • Experience with property acquisitions, real estate, legal conveyancing, appraisal/ assessment, tenure administration, land research/ statussing, or negotiations.
  • Understanding of MOTI project delivery processes or development services.
PROVISOS
  • Valid B.C. driver’s license.
  • Must be willing to travel as assignments dictate.
