Job Description

It is acknowledged that Central Okanagan Public Schools operates within the traditional unceded territory of the Okanagan Syilx peoples. Central Okanagan Public Schools (School District No. 23) is a growing, progressive and dynamic school district providing education services to approximately 24,000 students with over 3,000 employees and 47 schools sites in the communities of Peachland, West Kelowna, Kelowna, Lake Country and Oyama. The Central Okanagan Public School District has an excellent reputation of providing outstanding, student-centered programs in a diverse and inclusive environment as well as offering a wide range of educational opportunities for its students and staff.The Human Resources department has an exciting opportunity for an enthusiastic labour relations professional to influence student success through the effective management of the people that serve them. Reporting to the Director of Labour Relations, this exempt position will provide labour relations support for all employee groups, support the Operations department for all human resources related areas, and participate in Human Resource generalist functions.Responsibilities will include the following:Managing workplace investigations, including allegations of bullying and harassment, and providing advice to Managers and Principals on the appropriate corrective action flowing from such matters.Managing the grievance process including negotiating effective resolutions that respect management rights and are within the terms and spirit of the collective agreement.Preparing and presenting grievances at arbitration.Participating in collective bargaining.Providing advice and guidance to Managers and Principals concerning the correct interpretation and administration of the collective agreement, policies, and workplace rules.Acting as the HR liaison with the Operations department on all HR matters such as:Internal posting and placement processesExternal recruitmentLeave management, return-to-work, and duty to accommodate processesPerformance managementManaging processes and systems necessary to maintain employee records in the HR Information System.Supporting the development and monitoring of systems and procedures for all labour relations and human resource functions.The successful applicant will have:Formal post-secondary education such as a bachelor's degree in Employee Relations, Human Resources, or related field required and CPHR designation is preferred.A minimum of 5 years of increasing progressive labour relations experience.Knowledge of applicable labour laws and legislation, OHS, contract management and full cycle recruitment.Ability to coordinate and prioritize a wide range of issues within a complex and demanding environment.Thorough knowledge of legislation affecting employers and employees with experience implementing best practices of labour relations and human resource management.Ability to establish and maintain effective working relationships with a wide variety of staff, union representatives, outside agencies and community contacts.This is an exempt position with a competitive annual salary plus benefits package. The salary is currently under review.
