Student (Council Community Engagement and Government Relations)(Temporary Full-Time for approximately four months starting in January)Competition Number N#98Job Code1176Posting DateOctober 21, 2022Closing DateOctober 30, 2022Job StatusStudentPosition Overview:Supports the Mayor and Council by implementing communication and engagement tactics that create meaningful opportunities for the Mayor and Council to engage and interact with constituents on matters of interest related to City and Ward news and information. Supports the Mayor and Chief of Staff in Government Relations work through research and development of background information, briefing notes, and other documents.Responsibilities:

  • Reporting to the Chief of Staff and working closely with the Constituency Assistants (CAs), the Co-op Student will work collaboratively to respond to Councillor requests in developing ward-specific constituent communication, including but not limited to:
  • Government Relations support:
  • Working with staff on research and prepare briefing notes
  • Identifies, researches, analyzes, and supports corporate initiatives and emerging issues (i.e. Ontario Regulation 565 Public Pools, Greenbelt, etc)
  • Support the Mayor and Chief of Staff in the Mayor’s role at the Federation of Canadian Municipalities’ (FCM) Big City Mayors’ Caucus (BCMC, https://fcm.ca/en/about-fcm/big-city-mayors-caucus), and Ontario’s Big City Mayors (OBCM, https://www.ontariobigcitymayors.ca/)
  • Support the Chief of Staff in preparation for meetings and events
  • Supports government-to-government relations (i.e. meetings with Ministers, MPs, MPPs, other Mayors, their staff, etc), and government-to-stakeholder relations (i.e. Communitech, KW Chamber, Municipal Government Relations Network, etc)
  • May attend after-hours events
Communications Support:
  • Reviews weekly ward reports to identify ward specific issues or trends that provide meaningful insight for Council members; prepares reports of summaries and shares with staff for review and feedback to take to Council.
  • Evaluating ward data and trends to propose potential subjects for constituent updates (including potential Zoom “Town Hall” meetings)
  • Researches and supports development of key messages and promotional strategies
  • Support the writing of content for newsletters and other digital and printed materials (including social media content creation, graphic design)
  • Support the writing and laying out of content for electronic/digital newsletters
  • Works collaboratively and supports the writing and development of content for videos, and production of videos (if and as needed); provides feedback to staff on potential opportunities for videos
  • Analysis and tracking of content usage by Councillors
  • Participates in all OMC team meetings to stay apprised of emerging issues and needs.
  • Liaises and meets with Communications & Marketing Associates (CMA) to identify opportunities to modify corporate content into ward-specific content; provides staff with summary of potential opportunities for modified content to be presented to members of Council.
  • Performs other related duties as assigned.
Requirements:
  • Currently enrolled in a degree or diploma in, or double major in, or minoring in: Political Science, Communications, Marketing, Public Relations, Journalism, English, or another related discipline.
  • Research and analytical skills
  • Ability to strategize action based on data and information.
  • Ability to conduct high level policy and other analysis – understanding concepts of government policy and how they influence local priorities; have skills to research information.
  • Excellent written and verbal communication skills; ability to translate technical information into plain language.
  • Basic project management skills to complete projects within the Office of the Mayor and Council.
  • Marketing and promotion skills to create effective marketing content; ability to write content for different mediums (e.g. print, digital, social).
  • Graphics experience; ability to create graphics, edit images (e.g. knowledge of Canva preferred, or other graphics software is an asset).
  • Self-directed, organized and mature; able to identify goals and objectives and deliver meaningful results with minimal direction.
  • Knowledge of marketing and communication best practices, including social and digital strategy.
  • Time management skills; ability to manage multiple tasks with competing deadlines and deliver results on time.
  • Must be proficient in Windows and Microsoft Office (Word, Excel, Outlook, PowerPoint).
  • Ability to work in a fast-paced environment.
  • Personal attributes and values consistent with those of the City of Kitchener.
  • Desire to work in public service.
  • Strong attention to detail.
