Position Title: Manager, Disability Benefits Navigation Services (GAIN Program)Location: Any VLRC office in CanadaTerm: Full-time, PermanentReports To: Vice-President, Healthcare InnovationStart Date: May 2025I. Scope and Summary of Primary ResponsibilitiesThe Manager, Disability Benefits Navigation Services (GAIN Program) will be responsible for the overall delivery of the program, including stakeholder engagement, training, federal reporting, program evaluation, and staff supervision. The Manager brings deep subject matter expertise in disability benefits navigation, proven experience leading complex, multi-jurisdictional projects, and a commitment to equity, accessibility, and client-centered service.II. Essential FunctionsThis position entails, but is not limited to the following general responsibilities: Program Leadershipamp; Strategic Implementation:• Design and lead the national rollout of the Disability Benefits Navigation Services initiative.• Work with centralized teams (Operations, QPS, P amp;C) to develop implementation plans, performance metrics, and evaluation tools.• Provide strategic leadership to ensure alignment with VLRC Strategic goals, program objectives and federal guidelines.Stakeholder Engagementamp; Relationship Management:• Build and maintain relationships with federal and provincial partners, disability organizations, and community stakeholders.• Build strong collaborative relationships to broaden the program #39;s reach• Aid in the formation of a Community of Practice by coordinating with other organizations funded under this stream and VLRC specific partners. • Define collaborative frameworks, including regular meetings, shared objectives, and communication channels, to ensure effective knowledge-sharing and alignment of services across funded organizations• Promote inter-organizational collaboration, ensure knowledge transfer, and establish consistency in delivering benefits navigation services across different regions and demographics. Team Management:• Train GAIN Client Care Navigators (GAIN-CCN)• Supervises and provides feedback to the GAIN-CCNs with respect to quality assurance and adherence to the program’s standards of practice• Work collaboratively with cross functional teams.Federal Reportingamp; Compliance:• Oversee the preparation and submission of timely and accurate reports to ESDC.• Ensure program compliance with federal requirements, including financial oversight and outcome measurement.Subject Matter Expertise:• Serve as the in-house expert on disability tax credit navigation, including up-to-date knowledge of relevant policies, application processes, and barriers to access.• Provide guidance and support to team members and develop content for internal and external training initiatives.Continuous Improvementamp; Innovation:• Evaluate program outcomes and recommend enhancements based on data and client feedback.• Identify opportunities for scaling and sustainability in collaboration with senior leadership.RequirementsIII.
