In addition, there may be options for loan forgiveness while working with a government/public agency with the Public Service Loan Forgiveness (PSLF) program.This is a full time County position represented by the Employees Association.Employees Association (EA) Full Time BenefitsLearn More About BenefitsJOB DETAILS AND QUALIFICATIONSClackamas County Health Centers – Behavioral Health Clinics is seeking a motivated, adaptable, mental health and substance abuse clinician to join the Community Support Team at the Oregon City Stewart Center location. This program provides evidence-based treatments and supports for adults diagnosed with severe and persistent mental illness as well as co-occurring addiction issues. Successful applicants will have a strong commitment to providing equitable services to the community and supporting Clackamas County’s commitment to equity, inclusion, and diversity. Additionally, they will be able to provide culturally competent treatment modalities, have an anti-racist lens, have completed some personal reflection and growth in their own equity journey, have a strong commitment to providing equitable services to the community, foster an open and productive environment, and demonstrate sensitivity to and respect for the diverse populations we serve. Mental Health Specialists provide outpatient treatment to vulnerable individuals, many of whom may have limited resources. As a Mental Health Specialist you will provide assessment, treatment planning, individual, and group therapy as well as some community outreach and crisis intervention. This position coordinates care with a team of therapists, addiction specialists, case managers, psychiatric prescribers, peer specialists, and supported employment specialists. You will also be expected to participate in and support increased diversity and equity within our team, clinic, and county.Competitive candidates will have experience working with this population and be skilled at engaging, assessing, and appropriate treatment planning with this population. The ideal candidate will be bilingual in English/Spanish and be either a CADC or have a minimum of 60 hours of Alcohol and Drug training with extensive experience conducting and providing substance abuse assessment and treatment. Licensure is required within 2 years of hire if not currently licensed as an LCSW.Required Minimum Qualifications/ Transferrable Skills:*Per the Oregon Health Authority, (OAR 333-091-1010 & OAR 333-019-1030), this position is subject to the mandatory COVID-19 vaccine requirement. Prior to the start of employment, the selected candidate must provide proof of full vaccination or have an approved medical or religious exception in place with the County as a qualification of employment.

  • Qualified Mental Health Professional (QMHP) as established by the Mental Health and Addiction Counseling Board of Oregon (MHACBO)
A ”Qualified Mental Health Professional" (QMHP) means a Licensed Medical Provider or any other person meeting one or more of the following minimum qualifications as authorized by the Local Mental Health Authority or designee:
  • Bachelor’s degree in nursing and licensed by the State of Oregon;
  • Bachelor’s degree in occupational therapy and licensed by the State of Oregon;
  • Graduate degree in psychology;
  • Graduate degree in social work;
  • Graduate degree in recreational, art, or music therapy; or
  • Graduate degree in a behavioral science field.
QMHPs must demonstrate the ability to conduct an assessment, including identifying precipitating events, gathering histories of mental and physical health, alcohol and other drug use, past mental health services and criminal justice contacts, assessing family, cultural, social and work relationships, and conducting a mental status examination, complete a five axis DSM diagnosis, write and supervise the implementation of a ISSP and provide individual, family or group therapy within the scope of their training.
  • Masters of Social Work (MSW)
  • Current or within 2 years of licensure as an Licensed Clinical Social Worker (LCSW)
  • Currently possess or complete 60 documented hours of Alcohol and Drug training or obtain CADC within 2 years of hire
  • Experience using Evidence Based Practices (EBP)
  • Experience providing comprehensive mental health assessments and treatment services to adults
  • Direct experience working with and providing substance abuse assessments and treatment services to adults
  • Experience facilitating group therapy for adults
  • Must successfully pass credentialing process
  • Must possess and maintain a Basic Life Support (BLS) certificate

  • Must pass a criminal history check which may include national or state fingerprint records check
  • Driving may be necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid drivers license. Preferred Special Qualifications/ Transferrable Skills:*

TYPICAL TASKS
  • Conduct assessments for individuals requesting or referred for mental health or substance abuse treatment.
  • Determine medical necessity for individuals seeking services through Clackamas County Behavioral Health Clinic (CCBHC).
  • Complete appropriate Level of Service screening tools as identified by the agency.
  • Complete treatment planning in coordination with adult (and family as appropriate).
  • Complete relapse prevention plans for all individuals participating in alcohol/drug treatment.
  • Provide group, individual, family treatment, case management and consultation as appropriate and identified in the treatment plan.
  • Utilize agency approved Evidence Based Practices.
  • Provide outreach to individuals for missed appointments.
  • Utilize outcome measures identified by CCBHC to monitor an individual’s progress in his/her recovery.
  • Make mandatory reports as defined by state law and agency policy.
  • Maintain documentation according to agency policy, procedures, and standards, insurance requirements, State of Oregon rules, and Medicaid and/or Medicare rules. Includes but not limited to:
  • Clinical formulations that clearly support diagnoses, need and rationale for treatment.
  • Recovery oriented treatment plans with observable, measurable objectives.
  • Clear, organized, timely progress notes.
  • Ensure that updates to assessments and treatment plans occur as dictated by client need, but before expiration of current document.
  • Work effectively as a member of a treatment team by coordinating with case manager/skills trainers, therapists, prescribers, and peer partners in provision of services.
  • Coordinate treatment services with health care providers, social service and other agencies.
  • Actively participate in team meetings and treatment planning sessions to ensure appropriate treatment and education is provided to individuals enrolled in services.
  • Participate in supervision as required by the agency.
  • Meet agency productivity goals.
  • When indicated, provide UA (urinalysis) surveillance; accurately complete documentation and adhere to chain of custody requirements to ensure samples are valid.
  • Develop and sustain positive working relationships with other county agencies, state divisions and departments, and other community partners.
  • Provide crisis services to support the safety of individuals served by CCBHC, including performing the duties of a designee as needed.
  • Meet the standards of confidentiality as defined in agency policy, state and federal law.
  • Adhere to policies and procedures of CCBHC and maintain all applicable professional, legal, and ethical standards.
REQUIRED KNOWLEDGE AND SKILLSWorking knowledge of: Accepted principles and theories of human behavior, personality and development, and social interaction and development; techniques and procedures employed in diagnosing, evaluating, modifying and motivating human behavior; principles and techniques of group and individual therapy; principles and methods of community intervention; techniques of identifying and utilizing community resources; case management methods and techniques; rules, laws, regulations, and ethics governing the treatment of mental patients and clients; office equipment, including personal computers and software programs.Skill to: Apply social and psychological theories of behavior and personality to the treatment of difficult mental and emotional disorders and handicaps; diagnose, evaluate and implement a treatment plan and monitor the clients progress toward established goals; analyze and evaluate social, psychological, and physical factors affecting clients and their families; treat clients and their families in order to enhance their social, psychological, and physical functioning; communicate effectively, both orally and in writing; make formal presentations to the public, community groups, and other mental health professionals; work effectively as a member of a professional mental health team to diagnose and treat clients; keep accurate and timely records; operate computer software and other office equipment; establish and maintain effective relationships.WORK SCHEDULEThis position works 40 hours during a standard workweek of Monday through Friday.
