The Ungava Tulattavik Health Center is a multi vocational institution in Nunavik, which serves seven villages of the Ungava Bay coast including Kuujjuaq, where is located the administrative center. The health center has over 500 full-time employees, a team of doctors, dentists and pharmacists, and manages a budget of 80 million dollars.JOB TITLE: Nursing advisor – mandates covid/OHS/preventionSTATUS: Temporary full-time assignation (35 h/week) non-unionized positionPLACE OF WORK: Telework with occasional trips to NunavikIMMEDIATE SUPERIOR: Director of Human ResourcesSTARTING DATE: As soon as possibleSUMMARY OF FUNCTIONS:Under the authority of the Director of Human Resources (DHR), in close collaboration with the Human Resources team and the prevention and control of infections (PCI) nurse, the nursing advisor supports and acts for the management of occupational health and safety (OHS), prevention and protection components, in compliance with the laws, standards and best practices and the provisions of the collective agreements in force. The person participates in various organizational and ministerial committees and ensures the implementation of prevention measures, compliance with quarantines and any other regulatory changes related to covid-19 that have an impact on the health and safety of the staff members. She assists and replaces the personnel management officer in charge of the medico-administrative activities, notably in disability files, preventive withdrawals, CNESST, etc.On the lookout for best management practices in continuous improvement, the person designs, implements and improves prevention strategies and programs, thus contributing to the promotion and implementation of a culture of occupational health and safety and sustainable prevention within the organization. The person’s expertise takes the form of recommendations, development of management tools, solutions and measures that promote proactive intervention and control of risks related to operational activities. In collaboration with the prevention team, she updates manuals, guides, presentations and other prevention tools. She actively participates in the implementation of the Occupational Health and Safety Management System (OHSMS) and in the development of the institution's specific health program. In collaboration with the PCI department, she develops and ensures the application of the establishment's respiratory protection program, post-exposition protocols regarding exposition to biological liquids, to tuberculosis, etc.This position includes bringing advice and assistance to managers in order to support them in the preventive and corrective management of risks in the workplace, on various health and safety issues. The person supports, develops and implements action plans. The person is also called upon to support the joint occupational health and safety committee. The person supports their own manager in the deployment of preventive strategies and programs, assists the manager in the evaluation of the performance of OHS actions, collaborates in the realization of audits and represents the organization during interventions of the Commission des normes, de l'équité, de la santé et de la sécurité du travail (CNESST). The person supervises various projects requiring the analysis of work and the development of recommendations. The person develops and communicates information material (e.g. articles, technical sheets, guides, etc.) and offers training.QualificationsBachelor's degree in nursing (a bachelor's degree in another appropriate discipline may be considered, in which case the person will be compensated according to his/her academic profile);Member of the OIIQ (nurse applicants);Five (5) years of relevant experience in OHS management or in a related field, ideally in the health and social services network;Bilingualial, French and English (spoken and written), knowledge of Inuktitut is an assetKnowledge of the laws, regulations and standards related to the field of OHS and the recommendations of the INSPQ;Knowledge of Logibec;Experience in remote areas and knowledge of the Inuit culture would be an asset;Integrity, maintenance of confidentiality, sense of responsibility and autonomy, sense of analysis, synthesis and decision making;Great ability to work in a team, to promote the customer service approach and to establish harmonious interpersonal relations; ability to work under pressure.Conditions and benefitsSALARY: Min.: 897,05$ / week Max.: 1 661,80$ / week for 35 hoursAdditional detailsPlease send your application in French and English by email: samuel.mercier@ssss.gouv.qc.caNote: Only the selected candidates will be contacted for an interview.Candidates who are beneficiaries of the James Bay and Northern Québec Agreement shall receive priority.
