Click Here: The Gibson WayPRIMARY PURPOSE OF JOBReporting to the Senior Operations Supervisor this position is responsible for the safe and proper loading of all products refined at the Moose Jaw Refinery into rail cars. This position also has responsibility for ensuring that the cars are secured and prepared properly to ensure the safe and efficient loading operations of the rail cars. This position ensures the cars are properly inspected and all defects are noted and corrected, with proper placards in place, prior to filling and releasing the rail car to CP Rail. This position works with the operations team to ensure a safe working environment and that the work area if clean of all garbage and that hoses and other materials are properly stored. The rail car loader may be required to fill other positions they are trained for as required to ensure the safety and continued operation of the plant. This is a training position with the expectation that training is undertaken, and progress made on completion of all three levels of the operator training/competency program, as well as the procedures. This position can advance to the pay level of Operator 3 – Rail Car Loader 4 upon completion of Phase 3 of the operator training program with the associated Solis modules and the associated amount of operating experience for the position.ACCOUNTABILITIESMaintenance
  • Review and ensure rails cars are properly secured prior to commencing loading operations. This means that all wheel chucks are in place.
  • Ensure that all rail cars are properly prepped prior to commencing loading operations and that the rail cars have been inspected to ensure all nuts and bolts are in place, that all valves are in the proper position, that all caps and ladders are properly secured and that proper placards are in place identifying the product to be loaded into the rail car.
  • Ensure that the belly valve has been inspected and is in the proper position prior to loading.
  • Maintain all equipment related to rail car loading.
Regulatory Compliance
  • Ensure all required placards are in place identifying the product that is in the rail car.
  • Ensure that all required paperwork has been completed properly identifying the product that has been loaded.
  • Ensure that all spills and incidents are reported to the operations supervisor.
Project Delivery
  • Participate in project HAZOPs and provide support to projects as required.
  • May provides operational support and input during Initiation and Development phases of growth projects.
  • Review of operational activities pertaining to Operational Readiness and Commissioning & Start-up during Execution Phase to ensure they are complete.
  • Reviews PSSR at turnover on behalf of facility management.
  • May act as liaise for Operations on project teams.
General
  • Ensure all related equipment is isolated when not in use.
  • Follow all written procedures for the loading of rail cars.
  • Perform the loading of rail cars and ensure proper products are loaded.
  • Ensures all related paperwork is properly filed out in compliance with TDG regulations.
  • Obtain product samples and investigate any quality problems reported by the laboratory on the rail car samples.
  • Informs the operations supervisor of any product quality issues or safety concerns.
  • Monitor and maintain the operation of all equipment related to rail car loading.
  • Responsible for the safe operation of equipment ensuring safety precautions are always carried out at the facility.
  • Responsible for the day to day upkeep, housekeeping and minor maintenance of all equipment related to the rail load out facilities.
  • Use of safe work permits and gas testing equipment for the area when required.
  • Complete railcar inspections and check lists as required to ensure the rail cars are safe and ready to transport applicable products.
  • Close safety gate west end of tank car loading rack when loading tank cars, or when any work is being done in track area.
  • Apply wheel chucks to prevent cars from moving while loading.
  • Identify and provide recommendations for rail car loading enhancement and optimization.
  • Identifies and documents institutional knowledge into procedures where operations personnel are completing tasks based on training and experience and not on established and written procedures.
  • Provide emergency response, on-call support and relief coverage for facility management as required.
  • Demonstrates a personal commitment and proactive approach to Health, Safety, Security & Environment (HSS&E) through participation in all applicable HSS&E programs and ensures safe operation of the rail car loading in compliance with all Company HSS&E policies and procedures.
  • Ensure there is a good shift handover process where the incoming operator is aware of all activities underway and the hazards associated with those activities.
  • May perform other duties as assigned.
KEY SKILLS
  • Functional technical skills with the ability to:
    • Know emergency/safety procedures and hazards related to railcar loader duties.
    • Communicate using the log book and transfer daily shift activity information to the incoming shift.
    • Be familiar with all paperwork related to handling and shipping of products.
    • Perform Hazard ID’s to ensure the plant is safe to operate and that all Hazards are properly identified and addressed.
  • People interpersonal skills with the ability to:
    • Work collaboratively and effectively with other members of the operations team as well as operation management at Moose Jaw.
    • Express ideas clearly, both in written and oral communication
    • Represent and promote the company in a responsible, positive and professional manner
  • Ability to prioritize assignments, deal with interruptions, and meet deadlines in a fast-paced environment, while not sacrificing safety or the attention to detail.
  • Self motivated, team player, able to work well under pressure.
  • Leads by example and always willing to help others
QUALIFICATIONS
  • Certified in the Transportation of Dangerous Goods.
  • Certificate in 4th Class Power Engineering.
  • A minimum of up to 1 year of related industry experience, either in a refinery or rail environment.
  • Shall be thoroughly familiar with the location and operation, shutdown, start-up and emergency procedures of all equipment related to rail car loading.
  • Training in Phase 1 of the Operator Competency Training program as well as training on the SOLIS Modules that apply to the position.
  • Completion of training on all procedures related to rail car loading.
  • Proficient in the use of PC’s and Microsoft Windows software, including Word and Excel.
WORKING CONDITIONS
  • Work involves hands-on operation of equipment in an outdoor environment.
  • Must be available for regular scheduled work hours and on-call emergency response.
