Job Description

In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health) patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.Reporting to the Executive Director, Financial Operationsamp; Reporting, the Director, Financial Operations provides strategic direction, organizational leadership, expertise and support in the delivery of a wide range of financial activities. This position also ensures departmental area policies and procedures comply with professional, legal and Island Health standards, and is the main interface with the external auditor.The Director is primarily responsible for the organization #39;s comptrollership function. The role ensures the integration of all facets of payment processing, revenue billing and collection, general accounting, financial statement preparation, financial processes and controls, tax adherence, internal and external financial reporting and audit coordination. This work is carried out within an environment of effective internal control within the context of Public Sector Accounting Standards (PSAS), Generally Accepted Accounting Principles (GAAP), Health Authority Management Information System (HAMIS) Guidelines and Ministry of Health (MoH) guidelines and practices.QUALIFICATIONS:Education, Training And ExperienceA Certified Public Accountant (CPA) designation and ten (10) years #39; senior financial administration experience with a minimum of five (5) years #39; related management experience.Skills And Abilities

  • Demonstrated leadership ability and highly developed interpersonal and communication skills.
  • Demonstrated commitment to client focused services and teamwork.
  • Ability to integrate administrative, professional and operational aspects of the department throughout the Island Health in an effective and efficient manner.
  • Ability to develop and nurture an environment where quality improvement principles are embraced and used on a continuous basis.
  • Knowledge of PSAS and ability to apply to the creation of the Financial Statements.
  • Understanding of HAMIS Guidelines and ability to provide advice on how to adhere to HAMIS while being aware of how other factors may be impacted, such as Sector allocations and FIA implications.
  • An extensive grasp of General Ledger, Accounts Payable, and Revenue as well as Payroll, Capital, and Physician Compensation for impacts.
  • Familiarity with Canadian Revenue Agency (CRA) rules and ability to apply them to a wide variety of situations, such as taxable benefits and deductions.
  • Detail oriented to ensure accuracy of reports such as Financial Statements, CEO Expense reports and Financial Information Act.
  • Ability to identify gaps in financial controls and apply them into processes as they are being discussed, reviewed and or created
  • Demonstrated ability to adapt readily to rapid and changing environments and respond with initiative.
  • Demonstrated ability to interact professionally with various levels of personnel, both internally and eternally.
  • Ability to both interpret and write Financial Policies.
  • Solid understanding of human resource practices, related legislation and applicable collective agreements.
  • Strong ability to prioritize and meet tight deadlines.
  • Demonstrated ongoing commitment to professional development.
