Job Description

Vice President, Treasury The Vice President, Treasury works in partnership with our Executive Leadership Team (ELT) and plays a significant role in strategic decision-making and supporting our corporate results. This role will take on much more than just liquidity and the ideal candidate will innately want to be more than a cog in a wheel. The role will provide meaningful work in a challenging economic environment. Due to the wide scope of the position, almost all candidates will see career development and professional growth by taking on this role. The role is responsible for the recommendation and implementation of asset and liability management strategies as they pertain to liquidity, interest rates, capital and credit and foreign exchange. The preferred candidate will have exposure to regulators (BCFSA, OSFI, FSRA).BlueShore Financial is a mid-sized Credit Union in British Columbia, with $7 billion in assets under administration and has seen continued growth year over year. Many of our head office roles, including the VP Treasury position, provide significant flexibility to complete the vast majority of work from a home office. Although not entirely remote, you will only need to commute to our head office one or two days a week. We will consider relocation if you are not currently located in the lower mainland of British Columbia.Key responsibilities of this role are:

  • Responsible for the daily management of all aspects of liquidity management, including daily cash positioning, optimizing liquidity portfolio yield, and investment of statutory and surplus liquidity.
  • Oversees the asset/liability management processes including swaps and balance sheet exposures, ensuring that the portfolio is managed in conjunction with overall interest rate risk limits.
  • Ensures that BlueShore Financial is adequately capitalized both currently and with respect to future strategic initiatives.
  • Establishes and maintains investment and commercial bank relationships. Manages external borrowing facilities and negotiates terms and conditions for new and renewing facilities; ensures compliance with covenants and collateral requirements.
  • Responsible for the development of the financial margin for forecasting, budgeting and strategic planning.
  • Maintains and initiates improvements to treasury plans to ensure compliance with regulatory requirements and BlueShore’s strategy.
  • Directs regular stress testing and incorporates findings into plans and procedures; taking corrective measures as required.
  • Reports on risk indicators and maintains enterprise-wide risk assessment relating to liquidity, capital, and derivatives. Reports at least monthly to management committees and quarterly to Board committees.
  • Proactively coaches and develops employees in the Treasury team to assist them in achieving career success and growth.
  • Manages direct reports; participates in the recruitment and selection of new staff; develops individual objectives to meet branch/department goals
Qualifications and Experience
  • Bachelor’s Degree
  • Accounting (CGA, CMA or CA), CFA and/or Treasury Designation
  • Seven to ten years in the Financial Services Environment preferably in the area of Treasury with specific focus on Capital, Derivatives, ICAAP, ALM ,Swaps and Securitization
  • Experience with federally regulated financial institutions (FRFIs), including exposure to OSFI regulatory framework is preferred
