Job Description

The Ministry of the Solicitor General, Ontario Provincial Police, and Communications and Technology Services Bureau are seeking qualified individuals to join our unit. In this exciting, rewarding and challenging opportunity, you will provide support, analysis, advice and recommendations to management for the planning, development and implementation of technical solutions and business improvements in the Ontario Provincial Police.Note: This is a six (6) month temporary assignment with the possibility of an extension. This position will be filled on a temporary basis and therefore there are no provisions for relocation, accommodation or travel (including meals or vehicles) for this position. Only business related expenses will be provided. Managers approval required. Exact dates are to be determined.About Us:The Ontario Provincial Police (OPP) is one of North Americas largest deployed police services with more than 5,800 uniformed officers, 2,400 civilian employees and 830 Auxiliary officers. We provide essential services that ensure the safety and security of the people of the Province of Ontario. The OPP is a division of the Ministry of the Solicitor General, the largest operational ministry in the province with a presence in every community across Ontario. We are the largest police service in Ontario and the second largest in Canada.The Information Technology and Telecommunications Services (ITTS) is one of two principal sections that comprise the Communications and Technology Services Bureau (CTSB).Our dedicated IT and telecom professionals deliver a range of business-critical services to the Ontario Provincial Police, including Service Assurance, Service Delivery, Assets & Administration, Special Projects, and Relationships/Change Management.ITTS personnel are engaged in an array of dynamic, technology-focused activities and initiatives. These include project management, systems coordination, technical analysis, service desk support, geomatics, business intelligence, telecommunications installation/support, programming, procurement and administration, to name a few. Through the essential products and services we deliver, we support the OPP in meeting its mandate of providing efficient and effective frontline policing across Ontario.The OPP Values promote always doing the right things for the right reasons, by:

  • Ability to pass an OPP background/ security investigation.
Knowledge, Skills and Abilities:Knowledge of planning and organizational methods and techniques to plan, prioritize and implement programs and initiatives.Knowledge of risk management principles and methods to develop and make recommendations related to complex project initiatives.Knowledge of business analysis, solution architecting and project management principles for IT implementation in multiple phases of the project life cycle.Knowledge of current and emerging Microsoft Operating Systems for servers and desktops; Microsoft Office products and all related applications, for example: Microsoft® Azure Web Applications, Microsoft® Development Suites; Virtual Private Network hardware and software; Firewalls and Public Key Infrastructure applications; Network communication protocols; network architecture and topologies;Knowledge of database concepts, methodologies and specialized test and monitoring software.Knowledge of Microsoft 365 / CRM solutions. Demonstrated ability within the MS CRM platform to drive continuous optimization of on-site product recommendations and opportunities based on segmentation models and desired actions. Knowledge to provide guidance on MS CRM strategies to drive maximum effectiveness and efficiency.Knowledge of Hybrid Cross Platform custom applications, development and integration, including MS Dynamics 365, MS Power BI, On-Premise & Cloud, SharePoint 2010 and 2013 Architecture, Testing and Deployment methodologies; knowledge of MS Dynamics 365 customizations, SharePoint 2010 and 2013 concepts, governance, operations and development disciplines.Knowledge of computer concepts, systems development methods and techniques; information architecture data modeling for enterprise applications, knowledge of application security concepts and multi-level security implementations for sensitive data driven solutions, object oriented and traditional structured programming knowledge, for example C#, JQuery, Java Scripting, Angular JS, SQL, Python; and Internet and other emerging technologies to coordinate installation and testing of equipment and new systems, and provide feedback on performance.Knowledge of policing issues, methods and techniques; Federal, Provincial and OPP policies, guidelines and directives, for the management and development of business improvements and efficiencies.Ability to provide analysis, developing and implementing approved new/re-engineered business process standards.Knowledge of IT Service Management principles.Ability to develop dashboards and multidimensional analytics design.Strong oral and written communication skills. Ability to communicate complex technical solutions to non-technical parties. Interpersonal skills to work both within a team environment and also with minimal supervision.Ability to demonstrate effective time and project management skills to work effectively under pressure, organize work, lead a team and direct tasks and assignments to meet deadlines.Analytical, evaluative and problem solving skills are required for this position.Additional Information:Ensure that you read the job description to make sure you understand this job.
