Job Description

The Ministry of the Solicitor General, Ontario Provincial Police, and the Commander, Business Management Bureau is seeking a qualified individual to join the Financial Services Section. In this exciting, rewarding and challenging opportunity, you will to provide financial and analytical support to OPP management on the financial management and controllership of OPP fiscal resources in the areas of controllership, fiscal and risk management, forecasting, financial planning, procurement.Business Management Bureau is seeking to develop a pool of candidates to draw from for either temporary or permanent opportunities.About Us:Business Management Bureau (BMB) holds itself accountable to providing high quality service to our clients and stakeholders while managing critical business functions for the organization. BMB considers the factors of timeliness, competence, extra mile, fairness, and outcome, when measuring the quality of our service delivery.The Financial Services Section, through its Controllership Services, ensures clear lines of accountability, stewardship of resources and evaluation of results achieved and OPP adherence to modern controllership practices. The Section manages a broad range of financial activities including budgets and forecasts; accounting; and relocation. What can I expect to do in this roleTo provide financial and analytical support to OPP management on the financial management and controllership of OPP fiscal resources in the areas of controllership, fiscal and risk management, forecasting, financial planning, procurement, expenditure monitoring, and reporting to ensure effective modern controllership while adhering to applicable OPP, Ministry and Government directives, policies and procedures.Note: This is a talent pool posting for current temporary and potential permanent vacancies within the Section. Staffing is being completed in accordance with OPP and OPS employment practices and the OPPA Civilian Collective Agreement, which allows the Employer to “hire qualified candidates who previously applied for a similar vacancy or new position in the same classification at the worksite from which the vacancy originates provided that a competition was held during the previous twelve (12) months.”How do I qualifyMandatory
  • Ability to pass an OPP background/ security investigation.
Knowledge, Skills and Abilities:Knowledge of Financial Administration Act, Generally Accepted Accounting Principles, government and ministry accounting policies, modern controllership, procedures and program evaluation practices.Knowledge of procurement policies and procedures, business processes and relevant sections of OPPA Uniform and Civilian Collective Agreements, and Police Services Act, to ensure effective processes and controls for sound financial management and to advise senior management on financial planning/management and controllership.Knowledge of organizational and analytical skills to determine objectives and priorities, and to plan, direct and coordinate various projects within established timeframes.Knowledge of research skills to research financial controls and budget forecasting methods to recommend improvement to existing methods and procedures.Knowledge of analytical methods and techniques to interpret policies; to allocate priorities; to conduct financial analysis and to identify, address and resolve a range of controllership and financial issues.Knowledge of computer applications software including Excel, Word, Access, B&I analytics, hyperion, Journal Log, and Sharepoint. Written communication skillsInterpersonal skills to provide advice, training and support to OPP management and clients and to lead and/or participate on project teams.Oral communication and persuasion skills to promote effective controllership and business practices and to persuade managers to adapt recommended courses of action on controllership and financial management matters.Ability to analyze controllership, financial and business processes, develop options, and propose approaches or courses of action.
