Job Description

APEX is currently looking for a Public Service Executive or Senior level IT/CS (IT/CS 4 or 5) to fill the role of APEX – Chief Information Officer (APEX CIO). We are seeking an energetic, curious, and innovative professional who thrives in a dynamic environment. This is both a strategic but very much a hands on operational position in our organization.Summary:The APEX CIO oversees the people, processes and technologies that supports all aspects (internal and outward facing) of APEX operations, to ensure they deliver outcomes that support the goals of the organization. Importantly, this role seeks opportunities to move APEX forward as an innovative and technologically progressive organization that improves the internal capacity and overall client experience. AS APEX is a small organization, the role of CIO provides oversight, and also operational knowledge and capacity. This role will appeal to those who are also keen on delving into operational support as necessary.This position also leads the integrated strategic approach for the development and use of APEX data and information management; overseeing the plans, policies and practices that control, protect and enhance the value of data and information assets throughout their life cycles and usefulness to supporting the APEX Mission.Key Duties and Responsibilities:

  • Information Technology
    • Oversees the IT Manager/Webmaster
    • Provides IT leadership to IT Manager and Webmaster and others within APEX
    • Provides overall oversight of development and operations of APEX networks and computer systems to ensure optimal functionality and IT security, including safeguards against cybersecurity threats
    • Manages overall IT functionality (including software, hardware, connectivity, platforms; digital communication) and IT solutions
    • Develops goals, process and strategies to ensure APEX IT runs smoothly and effectively and safe from cybersecurity attacks
    • Seeks to improve processes within APEX maximizing use of technology to improve or innovate products that serve the EX community, including technological platforms to improve the client experience. This includes exploration, development/acquisition of potential online technologies such as mobile applications and web-based information management products
    • Manages relationship with various service providers – including management of related contracts such as cybersecurity; CRM etc
    • Manages website process, health, protocol and maintenance of website content as well as high level of website functionality and interoperability with other systems and platforms such as the Dynamics Customer Relationship Management System (CRM) and Mailchimp. (Website content and creative provided by communications with input from program owners)
    • Recommends, maintains, and acquires all IT assets – hardware, software, platforms, licences – for APEX operations, data and client management and technical logistics for services programming
    • Provides direct operational support
  • Data and Information Management – data integrity and access
    • Develops, executes, and plans policies, programs and practices that control, protect and enhance the value of APEX data and information assets
    • This includes :
      • file-naming conventions; policies, practices, and architecture on documentation for APEX data and information holdings, that manage the full data life cycle
    • Supports APEX research-based policy positions through well managed, accessible yet secured as necessary, internal data and information management
    • Maintains exceptional familiarity with the data and information that APEX holds and has access to; identifying linkages; opportunities; gaps; redundancies
    • Ensures the integrity, confidentiality, and security of all databases/datasets
    • Sets up integrations within APEX data holding systems (enabling systems to “talk to one another” for analytics and reports)
    • Develops, implements, and enforce standard operating procedures for data and information collection, handling, accessing, and archiving
Requirements:Education
  • A Bachelor’s degree in computer science, computer engineering, or other IT-related field
Security

Experience
  • A minimum of 5+ years’ experience in Information Technology
  • Experience with data and information management,
  • Ideal candidate with have a strong aptitude for technology, a professional demeanor, and possess excellent troubleshooting skills
Knowledge and Abilities
  • In-depth knowledge of the current and up-and-coming trends in the IT and digital communication field
  • Ability to communicate complex problems and ideas clearly and in nontechnical terms
  • Demonstrated analytical mindset, strong decision-making, and problem-solving skills
  • Ability to both think critically (out of the box) and be able to pay complete attention to details
  • Ability to work with some element of ambiguity and establish a path forward, accomplishing assignments/tasks autonomously (as well as in context of team)
  • Strong knowledge of data and information administration and management processes.
  • Ability to communicate in both official languages
