About Us:The Maintenance Management Office is responsible for the overall management of the Ministrys highway maintenance responsibilities in the continued preservation and operational viability of the Provincial Highway system by establishing policies, standards, and procedures and providing functional direction in the areas of maintenance operations, special maintenance services, and vegetative management.   • Lead and manage the development and implementation of policies, contract documents, processes, procedures and performance requirements necessary for the consistent, efficient and effective delivery, oversight and administration of highway maintenance, operations, contract administration, procurement and related programs.
  • Lead research projects and development of IT tools to support the highway maintenance function in effectively delivering its program.
  • Lead, manage and direct the activities of a section, including the effective management of financial and human resources.
  • Represent the ministry regarding matters involving Professional Engineers of Ontario (PEO).
  • Participate with Ministry executives in formulating policy, legislation, strategic plans and program direction to further government/ministry corporate strategies and goals.
  • Manage the section that provides highway maintenance and operations management expertise for the ministry.
How do I qualifyMandatory
  • Must be licensed by Professional Engineers Ontario (PEO)
  • You have a valid class “G” drivers license or equivalent as recognized by the Province of Ontario.
Leadership Skills:
  • You demonstrate the leadership behaviours, attributes and mindsets to lead the OPS into the future.
  • You have strategic leadership and management skills to provide leadership to a diverse, multi-disciplined team and oversee and schedule work in accordance with corporate and divisional priorities.
  • You have a dedication for developing, building and leading organizational capacity through inclusive, positive, and values based leadership in areas of organizational design, recruitment, talent and performance management and labour relations matters.
  • You have the ability to be responsible for the overall compliance with legislative statutes, collective agreements, government and ministry policies, directives, guidelines and commitments related services.
  • You have sound judgement and political acuity skills to provide authoritative advice and guidance to senior management.
Technical Expertise:
  • You have advanced knowledge of the theories, principles and practices of transportation engineering with specific knowledge and experience in the policies, standards, processes, techniques, materials, equipment and activities used to deliver highway maintenance and operations and contract administration work.
  • You have knowledge and experience with performance management, performance measures, asset management, information and data management systems development and operation.
  • You have in-depth knowledge of service delivery models, roles, risk management, responsibilities and accountabilities, policies and practices for procurement, financial planning and management, highway design, contract language and legal principles, industry organizations, objectives and functions of other ministries.
  • You have knowledge of ministry safety, legal, environmental and cost management goals and objectives as well as applicable legislation and regulations.
Communication Skills:
  • You have advanced knowledge and techniques for managing stakeholders, including communicating with senior government officials, managers, industry representatives, field staff, contractors staff and other ministries.
  • You have superior communication skills to plan and communicate program direction and information through briefings, presentations, discussions and documentation.
  • You have demonstrated experience planning, developing and implementing new or modified training programs, manuals and program documentation.
  • You can lead, liaison and participate on working groups and task groups to consult with internal and external stakeholders and recommend changes to policies, standards, procedures, systems and tools.
Program Management Skills:
  • You are able to plan, develop and implement new or modified, policies, contract documents and contract specifications, processes, procedures and performance requirements for the delivery of quality highway maintenance, operations and contract administration.
  • You have prior knowledge with budgetary and financial processes to prepare, implement fiscal and performance budgets, multi-year and annual work plans, and monitor/report on budget allocations.
