Home and Community Care Support Services Champlain is one of 14 Home and Community Care Support Services organizations in Ontario. We are dedicated to ensuring our more than 64,000 patients annually receive the highest-quality health care and services at home. Our patient-care coordination teams help develop care plans for people of most ages, focused on maintaining each patients independence and dignity. We also provide long-term care home placement services, and facilitate our patients’ access to the community-based services they need.Position Summary:Reporting to the Director, Human Resources and Organizational Development this position is responsible for managing Human Resources (HR) activities including talent acquisition, workforce planning and position control, job design and job evaluation. This position will support the implementation of a comprehensive talent management approach defining the talent strategy for the organization and implementing solutions that enable Home and Community Care Support Services (HCCSS) Champlain to achieve strategic business objectives and sustain continuous performance improvement.Primary Responsibilities:

• Establishes a results-oriented talent acquisition plan that includes reporting on key performance indicators, reviewing and evaluating service delivery, anticipating changing organizational requirements, and making recommendations for and executing changes to ensure maximum levels of service provision
• Oversees recruitment and selection activities and processes to ensure current and future success
• Is a key contributor to the development, execution and monitoring of workforce plans, ensuring current and future human capital needs are met through the development of strategies to attract and retain sufficient numbers of employees with the right skills
• Provides support to programs and initiatives such as succession planning and internal staffing model realignments
• Leads the design of all new and updated jobs or job families through consultation with appropriate internal stakeholders and ensures due diligence in job analysis
• Maintains and oversees an up-to-date job description bank for HCCSS Champlain that accurately represents organizational design
• Supports the Director, Human Resources and Organizational Development in ensuring legislative compliance (e.g.pay equity) and to oversee and execute timely and objective job evaluation for all positions at HCCSS Champlain
• Key collaborator with the Director, Human Resources and Organizational Development
• Develops and sustains effective working relationships with managers and staff at all levels across the organization when managing and implementing a variety of talent management initiatives and projects to achieve organizational goals and foster a client-driven, continuous learning culture
• Manages staff through effective leadership within provisions of corporate policies and procedures
• Formulates, implements and evaluates the operational requirements for human resources
• Manages internal project teams involved in talent management and talent acquisition.
• Participates in the design and implementation of programs and systems that optimize the use of people, strategies, structures, processes and culture to enhance organizational effectiveness (adaptability and optimal use of people, employee engagement and productivity)
• Leads and facilitates special projects and performs other duties as required

Education and Experience:

• Completion of post-Secondary education with a specialization in Human Resources or equivalent is required
• A professional designation in Human Resources and/or Organizational Development is a desirable asset
• Significant relevant experience in progressively responsible positions in or directly related to strategic HR, talent management, and Organizational Development
• Ability to analyze program effectiveness and ensure consistency and accountability in the delivery processes across the organization
• General understanding of relevant HR legislation, labour relations and best practices regarding HR policies and programs

Knowledge:

• Strong computer-based knowledge and skills, especially regarding the Windows operating system, Microsoft Office applications.
• Knowledge and experience with performance management and applicant tracking systems is an asset
• Working knowledge of Human Resources Information Systems is required
• Working knowledge of budget planning and financial monitoring and reporting

• Demonstrated leadership, interpersonal and problem solving skills
• Proven facilitation skills to handle multiple projects and priorities in a professional and timely manner
• Strong project management skills are required
• Excellent oral and presentation skills are required
• Effective negotiation and conflict resolution skills to deal constructively with conflict, resolve issues with a mutually agreeable outcome, develop consensus and negotiate agreements
• Builds and maintains positive relationships with unions, staff and other HCCSS colleagues
• Strong strategic visioning and relationship management skills
• Strong attention to detail and organizational skills
• Ability to clearly articulate HR requirements, policies and programs to subordinates, clients, and union representatives.
• Ability to present complex/technical information to staff regarding the implementation of new policies and programs
• Ability to translate complex data into meaningful management information reports which drive improvement and planning
• Ability to influence or gain cooperation through discussion and persuasion to implement changes required

Location: Home and Community Care Support Services Champlain offers flexible work options, this position will have a hybrid model of work with a combination of in-office (4200 Labelle Street, Ottawa) and telework.
