Manages programmer analysts and contracts on projects, systems development, and programming. Ensures quality assurance is achieved and all system changes conform to operations standards. Analyses all aspects of technological change as it relates to financial systems and ensures that management is advised of its impact.Provides information system expertise and other support to multiple internal stakeholders involved with consistent and readily available reference authority for obtaining/validating all financial, statistical, and other factual information pertaining to the Corporation and its activities.Leads the analysis, design, development and implementation of computerized databases and information systems required to support the operations and to ensure that all databases and reports are consistently updated to reflect current information.Job ResponsibilitiesBelow are the main job requirements and responsibilities for the officer, systems design and support:

  • Manages and coordinates financial systems projects/enhancements progress.
o leading the analysis of specifications from business users.o reviewing proposals provided by the project team and programmer analysts and implementing the optimal technical solution.o reviewing and adjusting projects/enhancements priorities in accordance with business users’ requirements.o reporting projects/enhancements issues to management on timely basis, developing project plans, providing cost estimates, resource estimates, and time frames.o leads the specification of information system requirements and information system development activities as they relate to the transfer of data, its maintenance, and retrieval and its direct access by the user.Job Responsibilities (continued)
  • Supervises system and process enhancements and provides ongoing support to existing production applications.
o establishing priorities and time frames for application testing and enhancements for the function.o reviewing and approving the acceptance criteria for the testing and deployment of system changes into the production environmento coordinates data collection activities by defining data and access requirements from functional, system and other corporate authority sources. Manages, develops and implements processes and procedures to ensure that required data is provided on a periodic and timely basis; ensuring that all systems and documents are updated to reflect current information and that information retained is appropriately supported in terms of definitions, sources, update, etc.o leads and coordinates user support activities related to the financial system which includes, documentation, training, hotline support, etc.o identifying and resolving system problems with the users and technical support groups.o establishing operational requirements/standards for the service level agreements as new systems are installed into production.
  • Provides project support and direction to programmer analysts and contractors on project analysis, systems development, and implementation of financial systems projects.
o implementing the strategy and direction to the project team and programmer analysts.o ensuring the hardware and software solution will efficiently meet the objectives of the project.o monitoring project time frames and coordinating changes in the system specifications.QualificationsEducation
  • Post-secondary education in Business or a related field
  • CPA (CA, CMA or CGA) designation, or enrolment in courses is considered an asset
Experience
  • One to three years’ experience in an environment focused on financial process and system improvements
Other Candidate Requirements
  • Experience with Excel at an Advanced level, required
  • Experience with Microsoft Access, an asset
  • Experience with ERP SAP, an asset
  • Experience with process mapping and system testing and creating process documentation, metrics, and business requirements
  • Experience scoping, evaluating, and testing internal controls
  • Experience with presentation and process mapping programs such as PowerPoint and Visio, an asset
  • Sound judgment and decision-making abilities
