Requisition ID: 5828Department: Transit Services DepartmentService: Rail Construction Program ServiceBranch: Rail Infrastructure BranchEmployment Type: 1 Full-time Temporary - Until December 31, 2026Work Hours: 35.00 /hours per weekAffiliation: MPESalary Information: $105,581.84 - $133,531.58 annually (2022 rates of pay) - Under ReviewLocation: Gillin Building,141 Laurier AvenueCity: Ottawa, ONJob Category: ManagementApplication Close: 25/11/2022JOB SUMMARYThe mandate of the Rail Construction Program is to transform, develop, grow and sustain Ottawa’s Light Rail Transit Systems as a component of the City of Ottawa’s overall transportation and mobility strategy.The Program Manager is responsible for overseeing the delivery of Stage 2 Light Rail Transit (LRT) project Civil and Guideway components for both the Confederation Line east and west, and Trillium Line south extensions, including the construction of roadways, structures, pedestrian facilities, guideway, and other related civil structure construction.The Program Manager will lead a large cross-functional team to ensure that the business needs and outcomes of the project are satisfied and will demonstrate expert understanding of P3 projects and risk management in the design and construction of large-scale infrastructure projects. The role will include planning and managing the day-to-day delivery and operations of the Rail Construction Management programs and services.Programs, services, projects and activities include:

  • Project delivery of the Stage 2 O-Train light rail transit (LRT) Extension Projects, for either the Trillium or the Confederation Line;
  • Participating in project prioritization, planning, procedures preparation, staff oversight and assignment;
  • Developing and monitoring of operating budgets;
  • Contributing to the review and development of department engineering standards;
You are also responsible for managing the unit’s human (including contracted services) and financial resources, and stakeholder and partner relationships.EDUCATION AND EXPERIENCECompletion of a 4 year university degree in Engineering or Applied ScienceMinimum of 7 years of related experience in engineering design on a LRT system, rail and or heavy construction related infrastructure projects, including a minimum of 3 years of project responsible in charge experience, and a minimum of 2 years in the management of human resourcesCERTIFICATIONS AND LICENCESLicensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO) is desirableKNOWLEDGE
  • Engineering planning, design, operations and construction/rehabilitation of LRT, railroads, transit facilities, roadways, pedestrian and cycling facilities, and bridges;
  • Principles of project management, including cost containment/control and reporting;
  • Related federal, provincial and engineering legislation, regulations, standards, codes and by-laws pertaining to environmental impact assessment, fire, health and safety, and construction;
  • Civil Engineering standards and practices for design and construction of municipal infrastructure
  • Design and construction standards and specifications including Ontario Provincial Standards (OPS)
  • Process for developing Request for Qualifications & Requests for Proposals, including acceptance, review and selection of consulting engineers;
  • Processes for tendering and contracting work;
  • Structure and processes of government, including intergovernmental stakeholders (provincial, federal governments, National Capital Commission (NCC) and the Ministry of Transportation Ontario (MTO)) in order to consult and partner on initiatives of mutual concern, reduce cost and share experiences
  • Computer applications in an engineering environment pertaining to municipal design, project management, spreadsheet, word processing, e-mail and use of the Intra-Internets;
  • Protocols for responding to senior management/councillor inquiries, conducting public consultation and preparing reports, briefing notes and responding to senior management/Councillor inquiries;
  • The City of Ottawa’s organizational, governance and administrative structures
  • Legislation, regulations, policies, standards and guidelines relevant to the work
  • Industry trends and developments
  • Business administration concepts, theories, principles and methodologies
  • Corporate policies, guidelines and practices
  • The various Collective Agreements in place at the City
  • Understanding of the programs/services and operations of other City areas, and the inter-relationships between them and own work area
  • MS Office and other software programs
  • Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures
