Job Description

Department MissionThe mission of the Culture, Sports, Leisure and Community Development department is to improve quality of life by promoting accessibility, active participation and integration of all residents through excellent community, cultural, sports and recreational facilities, activities and services.General responsibilities and goalsReporting to the Director - Culture, Sports, Leisure and Community Development, the incumbent plans and manages the financial, material, budgetary and human resources activities of their department. In doing so, they develop an effective and efficient management model in accordance with the strategic plan to optimize the overall services offered to citizens in terms of art, culture and library services.The incumbent is primarily responsible for the following activities:

  • Manage the human resources of their department in accordance with the rules, standards, regulations and collective agreements in effect, while paying particular attention to:-Planning and coordinating the work of employees under their supervision.-Mobilizing their entire team and evaluating their performance and encouraging the development of the employees under their responsibility.
  • Manage the financial, material and information resources of their department paying particular attention to:-Planning and controlling the budgets for activities in their sector.-Setting up investment projects for the department.-Developing and coordinating the implementation of the various policies, administrative directives, procedures and agreements for their department.-Optimizing the use of resources.
  • Prepare management reports.
  • In collaboration with the director, determine the objectives and priorities for action in their sector of activity in terms of service offer to citizens.
  • Ensure consistency in the service offer in their sector of activity (library, art gallery, cultural activities and art rental/shop).
  • Ensure the effective and efficient management of the activities of their unit:-Create and implement performance control and monitoring tools.-Determine the directions and priorities of services under their responsibility.
  • Maintain a transparent and constant link with the various departments.
  • Manage the Stewart Hall building, Centre Noël-Legault, heritage buildings and others in coordination with the appropriate departments.
  • Represent the City and develop and maintain partnerships with the various cultural and community associations to ensure the quality of services.
  • Perform all other related tasks.
Job requirements
  • Have a bachelor #39;s degree in an artistic, cultural, or business administration field, ideally a combination of two. A graduate degree is an asset.
  • Six to nine years of related experience is required for this position.
  • The position requires fluency in English and French—the jobholder must be able to carry on a conversation, participate in a work meeting and write short texts or internal reports in both languages.
