The City of Penticton is looking to fill the position of Procurement Coordinator on our Finance and Administration team.The Finance and Administration division works as a strategic partner with departments throughout the City to ensure the effective delivery of City services and programs by providing financial, human resources, information technology, procurement, and communication and engagement services. Under the leadership of the Director of Finance and Administration, the division is responsible for the overall financial administration of the City, corporate administration, recruitment, retention and development of the Citys workforce, maintaining inventory and issuing procurement contracts, managing the Citys public communications and community engagement, the delivery of all information technology services and the collection of all City revenues.Reporting to the Procurement and Inventory Services Manager, the successful candidate will be involved in many facets of procurement including preparation of bid documents, cost analyses and contract preparation. The position exercises considerable independence of judgement and action within the framework of guidelines, established policies and procedures. This position requires the ability to communicate with the public and to present information as needed to City departments and staff. This position works with all departments to provide professional expertise, advice and assistance as required.Key Responsibilities:

  • Manage multiple procurement priorities for the City.
  • Provide sound procurement advice and sourcing options in a cost-effective manner.
  • Work on a range of procurement functions, such as preparation of tenders, request for quotes, and request for proposals; setting up evaluation criteria for proposals; resolving bid irregularities; performing price and cost analyses, and ensuring effective contract management.
  • Ensure purchases comply with City Procurement Policy, legislation and trade agreements.
  • Liaise with City departments to develop specifications and evaluation criteria for various goods, services and capital projects.
  • Identify and implements improvements to the Procurement Policy and processes.
  • Assist in warehouse activities when required.
Required Knowledge, Abilities & Skills:
  • Working knowledge of contractual practices as well as a general understanding of technical and legal documents.
  • Experience with staff in a unionized environment.
  • Exceptional interpersonal skills, professional business ethics, written communication skills and attention to detail.
  • Adept at establishing and maintaining a variety of stakeholder relationships, customer-service focused and an adaptable problem-solver.
  • Education, Training & Experience:
  • Supply Chain Management Professional (SCMP) or equivalent certification.
  • Prior public sector experience and a minimum of five (5) years of purchasing experience.
