Openings : 1Type of Posting: Internalamp; External Location Name : City of Regina, Regina, Saskatchewan, CA Date Posted : February 1, 2024 Closing Date: February 15, 2024 Profession : Supervisory Experience Level(s) : Mid-Level Desired Employment Status : Term up to 18 months Education Level(s) : University Degree Job ID : 1970 Position Summary Reporting to the Manager, City Revitalization, the Coordinator of Incentives develops, promotes, and administers financial assistance programs for property owners and tenants within the Downtown Core, Business Improvement Districts, other business districts, corridors, and Regina as a whole. The position will project manage specific departmental and corporate initiatives. With a strong customer focus and comfort navigating ambiguity, change and risk, this individual coordinates programs that leverage investment in renewal of the existing city. Dutiesamp; Responsibilities Evaluates and administers applications for the City’s financial incentive programs including intensification, housing and heritage incentives. Establishes and implements processes for external consultation, peer review and prioritization of incentive applications as required. Responds to requests from developers, realtors and site selectors in respect of development potential. Where necessary, facilitates interpretation of municipal policies and by-laws, provincial legislation, statutes and regulations. Evaluates and reports on the effectiveness of the financial incentive programs offered by the City of Regina and progress toward corporate objectives and recommends policy changes. Communicates with developers, investors, realtors, members of Council, consultants, lawyers, area municipalities, the media and staff on an on-going basis regarding programs and results. Research and analyzes emerging trends, policies and best practices from other jurisdictions and recommends implementation opportunities to advance revitalization objectives. Oversees, prepares, and administers applications for provincial and federal funding. Prepares and presents complex reports, contract documents, terms of reference, requests for proposals, polices and procedures, correspondence and briefs, and reports to senior Administration, Committee, Council and external stakeholders. Reviews construction work on building sites. Administers program budgets, reviews payment documentation and approves advancing of funds subject to terms of programs and Council. Prepares the scope of work and expectations in the procurement of consulting services. Supervises the financial, time and work expectations of consultants. Partners with other departments to provide process facilitation, project management, change management, policy development, or issue resolution depending on the need. Provides supervision to the assigned staff and is responsible for recruiting, selecting and developing staff, providing direction, assigning duties and reviewing employee performance. Perform related work as required. Knowledge, Skillsamp; Abilities Experience in grant administration. Analytical, research, trend analysis and forecasting skills. Demonstrated experience in financing and marketing investment opportunities such as in residential, commercial, industrial properties and reviewing financial / tax implications. Knowledge of residential/commercial/industrial real estate practices. Experience in evaluating, recommending and implementing strategies to improve efficiency and effectiveness of programs and policies. Knowledge of applicable legislation, policies and practices. Knowledge of current standards, trends, needs and evaluation principles and methods applicable to area of expertise. Must have excellent verbal and written communication skills and ability to relate effectively with staff, peers and all levels of management, business clients, Council and the media. Ability to communicate effectively with developers, the public and government agencies. Working knowledge of Microsoft Office products. Ability to manage, supervise and balance a number of projects simultaneously and to meet deadlines essential. Capable of working independently as well as part of an inter-disciplinary team. Must have excellent problem solving, negotiation and analytical skills. Ability to negotiate mutually beneficial agreements and to manage change through decision-making, problem solving and consensus building. Ability to exercise sound judgement and respects requirements for confidentiality as required. Ability to recognize and mitigate risk. Ability to lead teams and manage relationships, effectively present ideas and concepts; influence others even thought no direct supervision is assigned; lead, support, create a team approach and lead by example. Skills in navigating politically sensitive issues at municipal, provincial and federal levels of government as well as with other stakeholder organizations. Ability to effectively motivate and lead staff and provide direction. Educationamp; Experience This position would be of interest to candidates with a degree in Business, Economics, Finance, Urban Planning, or related discipline. A minimum of five years related experience working in a field that provides for a broad understanding of land development, administration of financial programs and /or municipal programs and services. Experience working closely with senior leaders and elected officials is an asset. A combination of relevant experience and education will be considered.
