Job Description

The Saskatchewan Liquoramp; Gaming Authority is seeking a self-motivated and detail-oriented individual to provide support temporarily as a Manager, Cannabis Licensing within the Cannabis Licensing and Inspections Branch until April 17, 2026.This position is required to work on-site.Reporting to the Director, Cannabis Licensing and Inspections, the Manager, Cannabis Licensing, is responsible for overseeing the delivery of cannabis retail and wholesale permitting services, as well as the registration of cannabis suppliers in Saskatchewan. This role involves managing the daily workflow within the licensing team and collaborating with other branch managers to ensure coordinated efforts across teams. The Manager will also develop branch processes and systems to enhance the efficiency and effectiveness of program delivery. This includes evaluating cannabis applications and facilities for operational readiness and compliance with regulatory standards. Additionally, the Manager will work with the branch management team to identify necessary policy and regulatory changes by consulting with industry stakeholders, researching other jurisdictions, and evaluating programs.The position requires anticipating changes in industry trends and developments to facilitate the creation and implementation of policy and regulatory adjustments. The Manager leads a team of Licensing Specialists based in SLGA #39;s Regina office.Leadership Competencies (Job Family – Managers)

Primary Responsibilities
  • Direct, manage and evaluate a comprehensive, province-wide cannabis permitting and registration program.
  • Develop, document, and evaluate permitting and registration processes and systems across teams to ensure consistent, efficient, and effective program delivery.
  • Lead staff in obtaining and maintaining complete and accurate applicant and permittee information, evaluating contracts, leases, and other legal documents, and ensuring facility compliance with regulatory requirements, including providing direction and education to business owners, agents, and employees where necessary.
  • Lead staff in identifying information and compliance gaps in permitted business operations; works with branch management to develop and deliver educational solutions and/or recommend enforcement actions to maximize compliance with the regulatory framework.
  • Lead and mentor a team of staff members to provide consistently professional customer service and to develop and maintain a high level of knowledge of policies, regulations and legislation.
  • Resolve conflict daily with customers and internal and external stakeholders when straightforward application of policies, regulations and legislation does not result in a satisfactory outcome.
  • Communicate with stakeholders, permittees, other branches, other government jurisdictions, law enforcement agencies, and members of the public regarding:
    • Permitting and registration requirements and expectations.
    • Facility requirements and decisions about facility approvals and denials.
    • Implementation and/or changes to policies, processes, and regulations.
    • Complaints or inquiries regarding the actions of permittees and the status of applications.
  • Establish and foster a good working relationship with internal and external agencies.
  • Participate in various SLGA, provincial, and federal, provincial, or territorial committees and projects as required.
  • Draft communications regarding branch and divisional issues, and from time to time prepare briefing packages and responses to ministerial inquiries.
  • Develop, recommend and manage forward-thinking policies and procedures to respond to changing customer needs and to improve efficiency.
  • Identify legislative, policy or procedural gaps through review of programs, and consultation with staff, outside agencies and clients.
  • Consult with other clients and provincial agencies to promote understanding of SLGA’s regulatory role.
Required Technical Knowledge, Skills and Qualifications
  • A Degree or Diploma in Business Administration, Commerce, Accounting, or some equivalent combination of education and/or experience.
  • A minimum of 3 years of experience in a supervisory or management position with the ability to lead and manage staff through setting goals, work objectives and performance management.
  • Experience with in-depth analysis and written reporting on complex, sensitive files.
  • Experience with interpretation and application of regulatory requirements to provide the foundation for working with the applicable federal, provincial and municipal legislation, regulations, bylaws, policies and programs pertaining to cannabis.
  • Experience leading process improvements, policy and procedure development, documentation and training.
  • Ability to effectively communicate with and build relationships with diverse individuals and teams.
  • Ability to proactively identify, assess and mitigate risks through sound judgement.
  • Demonstrated success managing people and processes with evidenced results.
  • Knowledge of and experience with conflict resolution techniques.
  • Fully established interpersonal skills necessary for the development of internal and external stakeholder-customer relationships.
  • Superior analytical and decision-making skills.
Working ConditionsCore office hours are 8:00 a.m. and 4:45 p.m. Monday to Friday, with earned days off taken at their own discretion excluding statutory holidays such as New Year’s Day, Good Friday, Easter Sunday, Remembrance Day and Christmas Day.The majority of the work day is spent sitting at a desk keyboarding.The Manager, Cannabis Licensing must demonstrate their commitment to safety by consistently ensuring the well-being of themselves and others in the workplace.Travel may be required across the province with occasional overnight stays.
