Job Description

The Saskatchewan Liquoramp; Gaming Authority is seeking a dynamic, self-motivated, and experienced HR professional to join our Human Resources Branch within the permanent full-time role of Manager, Labour Relations. Reporting to the Director, Human Resources, the Manager, Labour Relations is responsible for developing, overseeing, and managing all aspects of employee and labour relations at SLGA including collective bargaining, collective agreement administration, grievance management and union relations. Primary Responsibilities

  • Provide leadership and act as the primary internal resources for employee and labour relations matters.
  • Provide advice, guidance, and information to supervisors and employees on the interpretation, application, and administration of human resources policies, collective agreements, and legislation pertaining to labour relations.
  • Support the human resources department employees in addressing grievances and labour relation issues in their assigned areas.
  • Coordinate and conduct grievance and dispute resolution processes ensuring SLGA is effective and efficient in addressing labour relation issues.
  • Build and maintain relationship with the union balancing the interests of SLGA and the employees.
  • Oversee the collective bargaining process; represent management while working closely with the union utilizing an interest-based approach.
  • Monitor employee relations to ensure policies and legislation are being properly followed.
  • Review human resources reports and other human resources data and develop appropriate recommendations based on trends and issues identified.

Required Technical Knowledge and Skills
  • Diploma or Degree in Human Resources, or related discipline with a minimum of 5 years of direct experience in human resources in a unionized environment. An equivalent combination of education and experience may be considered
  • Chartered Professional in Human Resources (CPHR) designation or IPMA-CP certification (through Public Sector HR Association (PSHRA)) is preferred
  • Significant knowledge of collective bargaining approaches and applications
  • Knowledge of human resources principles, best practices and tools relating to: compensation, benefits, labour relations, change management, conflict management, facilitation and consultation
  • Knowledge of applicable employment legislation within the province of Saskatchewan
  • Knowledge of human resource concepts, strategies, challenges, trends and issues and their impact on human resources management
  • Demonstrated ability to assess risk, anticipate problems and exercise sound judgement in making decisions
  • Demonstrated ability to influence and/or manage change
  • Demonstrated ability to build and maintain constructive relationships using strong interpersonal skills and social intelligence
