The Bylaw Officer is responsible for promoting the purpose and objectives of the Enforcement Services Department in a respectful manner.Reporting to the Manager, this position works within applicable County bylaws, policies, and procedures. This position requires experience and extensive knowledge of the application of County bylaws along with strong verbal and nonverbal communication, conflict resolution and critical thinking skills.The Bylaw Officer is appointed under the applicable authority of the Municipal Government Act to enforce County bylaws.

Core Accountabilities:ï‚§ Capture and impound live animals, whether calm, fractious, aggressive, sick, and/or injured through the use of equipment.ï‚§ Transportation and transfer of live animals between persons, enclosures, vehicles or other conveyances in a safe manner while ensuring the welfare of the animal.ï‚§ Exercise considerable independent judgement in dealing with complaints.ï‚§Interprets and enforces various County bylaws through verbal and written warnings and issuing violation tickets.ï‚§Receives and provides responses to County bylaw inquiries.ï‚§ Research, inspect, and investigate County bylaw complaints for compliance.ï‚§ Carry out inspections, issue orders, and provides advice regarding County bylaw complaints.ï‚§ Educate property owners and other residents about County bylaws and options for compliance.ï‚§ Review and make recommendations for new or existing County Bylaws.ï‚§ Conduct public educational seminars at assigned schools, service groups and events as required.ï‚§ Work in accordance with the requirements established by the RVC Health and Safety Program and the Alberta OHS Act, Regulation and Code.ï‚§ Take reasonable care to protect their health and safety and other persons at or in the vicinity of the worksite while they are working.ï‚§ This position is not eligible for remote work.ï‚§ Perform other duties and special projects as assigned.Organizational Commitmentï‚§ Protect privacy, use information appropriately, and maintain the confidentiality and security of all information related to employees, business and residents of Rocky View County.ï‚§This position requires excellent organizational and time management skills.Internal and External Agency Cooperationï‚§ Liaise with allied agencies including RCMP, CPS, Fish and Wildlife, Alberta Environment, the Alberta, Cochrane and Calgary SPCA, Peace Officers from other Municipalities and other law enforcement departments for the purpose of carrying out duties of the position.ï‚§ Collaborate with internal and external agencies and citizens.ï‚§ Display leadership, train and mentor junior members.Reportingï‚§ Prepare reports and documentation as required for Court Orders.ï‚§ Prepare reports to document all action taken in responding to daily log and complaints received.Position Requirements:Completion of a 2 year diploma in enforcement/criminology with a minimum of three years recent bylaw enforcement experience.ï‚§ Thorough and sound knowledge of CountyBylaws, the Municipal Government Act (MGA), and County Polices.ï‚§ Knowledge and understanding of the MGA as it pertains to the processes of issuing Municipal and Violation Notices, and Court Orders for compliance if corrective action for a violation does not occur.ï‚§ Strong verbal, written and interpersonal communication skills with a strong focus on customer service.ï‚§ Must possess positive public relations and effective oral and written communication skills.ï‚§ Must possess a strong ability for attention to detail, accuracy, timing and scheduling of work for this position, with the ability to meet demanding deadlines.ï‚§ Must be individually motivated with the ability to act independently within a close team environment, exercising independent judgment within tight time frames.ï‚§ Exceptional ability to effectively and rationally deal with difficult people and remain calm in stressful situations.ï‚§ Excellent time management and organization skills, and the ability to effectively handle a demanding workload.ï‚§ Maintain a high level of dress and deportment that will demonstrate a positive representation of the Department and the County.ï‚§ Proficiency in MS Office (Outlook, Word, Excel, Power Point, and Access).ï‚§ Clean Criminal Record.ï‚§ Possess a valid class 5 drivers license.We thank all applicants for their interest; however, only those selected for interviews will be contacted.Please Note: All applicants must be legally entitled to live and work in Canada.The personal information in this application is being collected for the purpose of the selection and recruitment and is collected under the authority of the Freedom of Information and Protection of Privacy Act, section 33(c).
