Job Description

Job Summary:In accordance with the Mission, Vision and Values, and strategic directions of PHSA safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA’s Agencies/Divisions/Services, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. BC Emergency Health Services is mandated by the BC Provincial Emergency and Health Services Act to provide BC residents, visitors and healthcare professionals with pre-hospital emergency and inter-facility patient transfer services and oversee the provision of pre-hospital care throughout the entire province.Reporting to the Director, Technology Operations and Client Services (for Corporate App. manager) Director, Solution Delivery, Architecture and Development (for PCCP App. manager), the Manager is responsible for facilitating all IMIT support to designated BCEHS departments and their associated information systems, including several critical to BCEHS business operations and patient care delivery..The Manager directly supervises a team of business/systems analysts and contracted resources responsible for providing strategic IMIT planning, new business requirements analysis, and the delivery of new and modified IMIT systems and services for designated BCEHS departments. The Manager is responsible for ensuring assigned systems satisfy current and future functional, quality, performance and availability demands necessary for paramedic patient care and supporting business processes, including those of mission critical 24/7 systems and infrastructure.The manager coordinates with a wide-range of service delivery partners including IMITS, BCEHS departments, PHSA, Health Authorities and Infrastructure providers (ECOMM, HSSBC, SSBC, and TELUS) whose effective participation is integral to the operation of BCEHS IMIT systems and services.Duties/Accountabilities:Key Accountabilities

  • Conducts demand management by reviewing and assessing the value and impact of new system initiatives and change requests. Coordinates with BCEHS departmental stakeholders to define appropriate priority and timing for new work, maximizing business benefits from available funding and resources.
  • Leads the initiation and structuring of new IMIT initiatives and implements required change and project processes commensurate with each initiative’s complexity and profile.
  • Manages assigned employees including hiring, training, coaching/mentoring, scheduling, coordinating work assignments, evaluating employee performance, and investigating work and staff issues.
  • In partnership with HSSBC Procurement department manages the acquisition and oversight of contracted resources and solution delivery vendors.
  • Monitors and enforces standards and guidelines for business analysis, requirements documentation, test strategies, and change management, and identifies opportunities to improve overall processes.
  • Develops and maintains the business support model and work flows for managed IMIT systems and services to ensure operational outcomes and efficiencies are achieved.
  • Leads team meetings to encourage open communication and information sharing among staff to ensure awareness of current activities, dependencies, priorities, and timelines as well as to identify opportunities to improve delivery of IMIT services.
  • Lead and assist with solution configuration, testing, deployment, maintenance, data analysis and troubleshooting.
  • Creates and monitors the budget for the development and operation of new IMIT systems and services.
Qualifications:A level of education, training and experience equivalent to a Bachelor’s degree in Information Management, Computer Science or related field plus a minimum of seven (7) year’s recent related experience including a minimum of three (3) years in a leadership capacity.Experience managing a team of business/system analysts having various years of experience and diverse skill sets. Demonstrated experience in delivering outstanding customer service. Extensive experience with complex computer systems and project planning. Experience in change and project management principles, system development, deployment, configuration and maintenance, data modeling, and data analysis. Understanding of the makeup and delivery of emergency health services within the overall healthcare system. Excellent general management knowledge and strong leadership skills. Ability to be flexible and work analytically in a problem-solving environment. Strong supervisory and coaching skills. Strong conceptual, planning and decision-making skills. Strong organizational, multi-tasking and time-management skills. Excellent negotiation, influence, mediation and conflict management skills. Ability to efficiently manage administrative matters.
