As such, EMBC’s mission is to be responsible to British Columbians for leading the management of provincial level emergencies and disasters and supporting other authorities within their areas of jurisdiction.EMBC provides leadership to minimize loss of life and reduce suffering, protect public health, infrastructure, property and the environment, and reduce economic and social impacts to the province from emergencies and disasters such as floods, interface fires, earthquakes, landslides and severe storms. EMBC works directly with local governments, provincial ministries and agencies, federal departments, other jurisdictions, industry and volunteers in prevention, preparedness, response, and recovery. EMBC administers the Emergency Program Act and Regulations, the Disaster Financial Assistance (DFA) Agreement and manages the five Public Safety Lifeline Volunteer Service Programs.The Planning Officer works to support and improve provincial resilience to and preparedness for emergency events. The Planning Officer develops and maintains provincial plans for emergencies and disasters that require an integrated provincial response such as seismic events, mass care provision, floods, major hazardous materials spills, logistics and supply chain management, wildland urban interface fires, and pandemics. The severity of these emergencies may range from local events with limited consequence impacts, up to major catastrophic events. This position provides support in the development of EMBC’s standard operating procedures, including general and functionally-based standard operating procedures and Provincial Emergency Coordination Centre (PECC) and Provincial Regional Emergency Operations Centres (PREOC) guidelines. As a member of the Disaster Risk Reduction Branch, the Planning Officer participates in the development and maintenance of all-hazard and hazard-specific plans, operational policy and procedures, and tools and resources to support emergency management partners.
