Job Description

Are you looking for a new opportunity to use your knowledge and experience in accounting and financial administration Bring your expertise to the Ministry of Children, Community and Social Services where, as a part of a remote team, you will provide advice to program managers on budgets and accounts, and support efficient and effective financial and administrative practices for the delivery of the ministrys social assistance programs.What can I expect to do in this roleYou will:

  • provide financial analysis and support to transfer payment agencies, including Municipalities, First Nations and francophone organizations
  • prepare, analyze and monitor reports on expenditure/revenue accounts to support the effective financial management of Social Assistance Programs
  • develop financial systems and processes to enhance accountability and promote efficiency
  • ensure compliance with ministry policy and legislation
  • advise on budget controls, accounting transactions, accrual accounting, financial coding, and generally on accounting policies and procedures
  • assist in the planning and preparation of financial forecasts, business cases and financial reports
  • assist in the preparation of presentations to senior management
  • provide guidance, direction, and training on policies to ministry staff and transfer payment agencies using an array of communication methods (e.g. in person, by phone/video conference)
How do I qualifyKnowledge of Accounting and Financial Administration
  • You have knowledge of general accounting principles and practices (GAAP), including accrual accounting practices.
  • You can advise program areas on accrual accounting rules and monitor and analyze expenditure accounts/financial statements related to program areas and transfer payment agencies.
  • You have mathematical skills to prepare financial forecasts/analysis, make payments, reconcile financial statements and transfer payment budgets.
  • You have knowledge of financial information systems and common software applications to monitor accounts, analyze financial data, and prepare reports.
  • You are able to interpret and apply recognized accounting and financial analysis methods, legislation, policies and procedures to meet financial requirements.
  • You have an understanding of central agency roles, policies and requirements.
Analytical and Problem-Solving Skills
  • You have analytical and research skills to assess efficiency of business practices, financial controls, internal audit procedures, and to review financial and program related information.
  • You have problem-solving skills to identify emerging issues and make recommendations for change.
Communication and Consultation Skills
  • You have communication skills to advise program managers and stakeholders on accounting matters and prepare a variety of financial reports and correspondence.
  • You have consultation skills to obtain information, provide advice on financial positions, identify courses of action, and resolve issues.
  • You have presentation skills to provide training on Ministry policies, guidelines and processes related to financial administration.
